California Lists Glyphosate as a Carcinogen but Controversy Remains

(Beyond Pesticides, July 10, 2017) The state of California has listed glyphosate, the active ingredient in the popular Roundup, as a known carcinogen under its Proposition 65 law. This listing went into effect July 7, 2017. Now, state officials have to develop guidelines for product labels and determine what level of exposure to the pesticide will put people at risk for developing cancer. Some have argued that the state’s proposed levels are not protective enough. Meanwhile, the state continues to face pressure from Monsanto, maker of glyphosate, which continues to challenge the decision to list the chemical as a known cancer-causing agent. California’s decision to list glyphosate as a carcinogen was prompted by the International Agency for Research on Cancer’s (IARC) finding in 2015 that it is a “probable” human carcinogen. This classification was based on sufficient evidence of carcinogenicity in experimental animals. Later that year, California Environmental Protection Agency’s Office of Environmental Health Hazard Assessment (OEHHA) announced that it intended to list glyphosate as a cancer-causing chemical under California’s Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65).  Under California law, Proposition 65 requires that certain substances identified by IARC be listed as known cancer-causing chemicals. Washington Oyster Growers Request Approval to Apply Neonicotinoid in Aquatic Environments

(Beyond Pesticides, July 6, 2017) The Washington State Department of Ecology (Ecology) is evaluating a new permit application for the use of imidacloprid, a toxic neonicotinoid, to combat a growing native population of burrowing shrimp that threatens oyster beds in Willapa Bay and Grays Harbor in Washington state. The application was recently submitted to Ecology by a group of oyster farmers from the Willapa Grays Harbor Oyster Growers Association (WGHOGA), who “propose to use the pesticide to treat tide lands to support their aquaculture practices.” Imidacloprid is known to be toxic to bees and aquatic organisms, raising questions on the impacts of its use on the long-term ecological health of the bays. In April 2015, much to the dismay of activists and concerned local residents, Ecology approved a permit submitted by oyster farmers for the use of imidacloprid to combat burrowing shrimp in these aquatic ecosystems. But with a nationwide public outcry, the permit was withdrawn in May 2015. Largest Field Study Finds Neonicotinoids Decimate Bees

(Beyond Pesticides, July 3, 2017) A two-year long study conducted at 33 sites in multiple European countries to assess the effects of neonicotinoid (neonics) insecticides on three bee species in real-world environmental conditions confirms that these pesticides have a deleterious effect on bee survival. The study, the largest of its kind, explored the role of the agricultural use of neonics as seed coatings on bee health and fnds that the pesticides are persistent in the environment, contaminating pollen and nectar that bees forage, reducing colony fitness. The results of the study support ongoing calls for a ban on neonics, including a European Union (EU) wide ban proposed earlier this year. The new research, published in the prestigious peer-review journal Science, which was in part funded by Bayer and Syngenta – manufacturers of the pesticides, encompassed large field experiments to assess the effects of neonic-treated crops on various bee species –honey bees (Apis mellifera), bumble bees (Bombus terrestris), and solitary bees (Osmia bicornis)– across three European countries (Germany, Hungary and the United Kingdom). Did Dow Chemical Influence the EPA Administrator’s Decision to Reverse Chlorpyrifos Ban?

(Beyond Pesticides, June 30, 2017) Scott Pruitt, Administrator of the U.S. Environmental Protection Agency (EPA), met privately with Dow Chemical’s CEO several weeks before reversing EPA’s tentative decision to ban chlorpyrifos, according to records recently obtained by the Associated Press (AP). A copy of Mr. Pruitt’s schedule reveals he met with Dow CEO, Andrew Liveris, on March 9 at a Houston hotel and “twenty days later Pruitt announced his decision to deny a petition to ban Dow’s chlorpyrifos pesticide from being sprayed on food.” At a hearing this week, U.S. Senator Tom Udall (D-NM) pressed Mr. Pruitt to name a peer-reviewed study that indicates that chlorpyrifos is safe. Mr. Pruitt answered by saying that “he had relied on â€interagency dialogue’ with USDA [U.S. Department of Agriculture] before denying the petition to ban the chemical.” In a congressional hearing earlier this month regarding chlorpyrifos’ safety, Mr. Pruitt stated that his decision was founded on “meaningful data and meaningful science.” However, AP followed up with EPA to provide details on this science, and Mr. Pruitt’s office replied with quotes from trade groups and USDA, but failed to provide any scientific studies on the chemical’s safety. French Prime Minister Retains Bee-Toxic Neonicotinoid Pesticide Ban

(Beyond Pesticides, June 27, 2017) French Prime Minister, Edouard Philippe, is retaining the neonicotinoid (neonic) pesticide ban, which is set to go into effect in 2018 and is stronger than the current European Union restrictions on neonics. This decision follows a disagreement with French Agriculture Minister, Stephane Travert, who was in favor of relaxing the ban and told media outlets that he wants to address “the possibility of a number of exemptions until we find substitution products.” In July 2016, lawmakers in France approved plans to ban neonicotinoid pesticides by 2018, based on their link to declining populations of pollinators, specifically bees. The outright ban on neonicotinoid pesticides in France was adopted by a narrow majority of the country’s National Assembly, as part of a bill to protect biodiversity. In March 2017, the European Commission (EC) proposed a complete ban of agricultural uses of the widely used bee-toxic neonicotinoid pesticides across Europe under draft regulations. The EC cites neonicotinoids’ “high acute risks to bees.” In 2013, three neonicotinoids were temporarily banned because of concerns about their high toxicity to bees. Inspector General: EPA Must Evaluate Impact of Chemical Mixtures

(Beyond Pesticides, June 26, 2017) A new report released last week by the U.S. Environmental Protection Agency’s (EPA) Office of the Inspector General finds that the agency must collect and assess information on chemical mixtures and potential synergistic effects in order to improve oversight over pesticide registrations and management of developing herbicide resistance. Synergy results when the mixture of chemicals creates effects greater than the aggregation of individual effects, leading to underestimated toxic impacts on human and environmental health. EPA’s Office of Chemical Safety and Pollution Prevention states it will consider how best to use synergistic effects data for pesticide registration decisions by 2019. The report, released June 21, 2017, EPA Can Strengthen Its Oversight of Herbicide Resistance With Better Management Controls, is the result of an assessment into EPA’s management and oversight of resistance issues related to herbicide-resistant genetically engineered (GE) crops. Crops Damaged by Drift Widespread from Herbicide Dicamba Applied to GE Plants

(Beyond Pesticides, June 12, 2017) Once again, there are reports that soybean and cotton fields are being damaged by off-site drift of the toxic herbicide dicamba. Last summer, farmers in Missouri, Arkansas, and Tennessee reported widespread crop damage from dicamba drift, which led to reduced yields. The U.S. Environmental Protection Agency (EPA) launched a criminal investigation at several Missouri locations into what they said was the illegal spraying of dicamba in October 2016. This year, reports of dicamba drift and damage are already being reported in Arkansas, and 25 formal complaints have already been filed, according to the state Plant Board. In summer 2016, illegal applications of dicamba damaged thousands of acres of soybeans, cotton, ornamental trees and fruits and vegetables. After numerous complaints, EPA launched a criminal investigation into the illegal spraying of dicamba, an investigation that is still ongoing. Groups, AGs Challenge EPA Decision to Allow Insecticide Chlorpyrifos in Agriculture

(Beyond Pesticides, June 8, 2017) On Monday, numerous organizations filed an administrative appeal to the U.S. Environmental Protection Agency (EPA), seeking to reverse Scott Pruitt’s order to continue allowing the toxic organophosphate insecticide chlorpyrifos in agriculture, and revoke all tolerances (allowed food residues) of the chemical. On the same day, Attorneys General (AGs) from seven states announced legal objections to Scott Pruitt’s order, also calling for a reversal of the decision and a revocation of all tolerances. Allowing the continued use of chlorpyrifos runs counter to findings of independent science and EPA’s own scientists, which establish unacceptable risks to humans and the environment. The administrative appeal, filed by Earthjustice on behalf of 12 environmental, labor, and civil rights organizations, resulted from the decision by EPA to allow the use of chlorpyrifos while it studies the safety of the chemical. The seven AGs, in their filing, are charging that EPA wrongfully approved the continued use of chlorpyrifos in agriculture without first gathering and assessing the full safety data, as required by the U.S. Food, Drug, and Cosmetic Act. Continued Use of Glyphosate Herbicide in EU Called into Question by Renowned Toxicologist

(Beyond Pesticides, June 5, 2017) Following the recent proposed 10-year extension for the approval of glyphosate use in the European Union (EU), internationally recognized toxicologist Dr. Christopher Portier, Ph.D. has delivered a letter to the European Commission (the Commission), calling the scientific findings of these agencies into question. Dr. Portier is former associate director of the National Institute of Environmental Health Sciences (NIEHS) and director of NIEHS’ Office of Risk Assessment Research. According to the letter, both the European Food Safety Agency (EFSA) and the European Chemicals Agency (EChA) “failed to identify all statistically significant cancer findings in the chronic rodent carcinogenicity studies with glyphosate.” Previously, the Commission, which is in charge of the approval of glyphosate, was forced to issue a limited license extension for the chemical because member states could not reach a consensus. The Commission was holding out for further information on carcinogenicity, which was assessed by the ECHA, and whose report was issued in March 2017. They are also commonly referred to as sphinx moths. This family is divided into two subfamilies, five tribes, and 205 genera. The voracious tomato hornworms and tobacco hornworms are larvae of two hawk moth species. Range According to a study by the University of Nebraska, hawk moths can be found in all parts of the world except Greenland. Some areas only host these moths for part of the year because many species make seasonal migrations to find reliable food sources and to breed. The study notes that some hawk moth species can even be found in Antarctica and the North Pole. Neonicotinoid Seed Coatings Create Exposure Hazards for Honey Bees and Fail to Increase Yields

(Beyond Pesticides, May 31, 2017) Neonicotinoid-treated corn seeds produce lethal and sub-lethal exposure risks to honey bees and do not increase yields for farmers, according to a recent study by researchers at Purdue University. The study, published in the Journal of Applied Ecology, Planting of neonicotinoid-treated maize poses risks for honey bees and other non-target organisms over a wide area without consistent crop yield benefit, examines neonicotinoid (neonic) dust drift during corn planting in Indiana and the likelihood of honey bee exposure during foraging. The study results and subsequent analysis using public data of apiary locations indicate that over 94% of honey bee foragers in Indiana are at risk of exposure to varied levels of neonics, including lethal levels, during corn sowing. Researchers also performed a three-year field assessment of the purported benefits from neonic seed coatings for pest management, finding that there is no evidence of increased corn yields compared to sites with no neonic seed treatments. Exposure to Heavy Pesticide Use Can Impact Neurobehavioral Performance in Children

(Beyond Pesticides, May 12, 2017) Researchers from the University of California San Diego, School of Medicine, in collaboration with scientists from Ecuador and Minnesota, have found that exposure to heavy pesticide use during peak periods can impact neurobehavioral performance in children. The study focused on exposure to organophosphate pesticides, which have been associated with a broad range of diseases in both children and adults. The study, published in NeuroToxicology, involved 308 non-worker Ecuadorian children between the ages of 4 and 9. Neurobehavioral performance for each child was tested once between 63 and 100 days after the Mother’s Day flower harvest, which is a period of high pesticide use in Ecuador. The researchers found that children examined sooner after Mother’s Day had lower scores than children who were tested later. “Children examined sooner after the flower harvest displayed lower performance on most measures, such as attention, self-control, visuospatial processing (the ability to perceive and interact with our visual world) and sensorimotor (eye-hand coordination) compared to children examined later in a time of lower flower production and pesticide use,” said Jose R. Bumblebee Exposure to Neonicotinoid Pesticide Reduces Egg Development

(Beyond Pesticides, May 4, 2017) This week, a study released in the Proceedings of the Royal Society found evidence of reduced egg development and impact on feeding behavior in wild bumblebee queens after exposure to the neonicotinoid thiamethoxam. The study, led by researchers from the University of London, investigates the impact of field-relevant levels of thiamethoxam exposure on four wild species of bumblebee queens. In a BBC News article, lead author, Dr. Gemma Barron, Ph.D., stated, “We consistently found that neonicotinoid exposure, at levels mimicking exposure that queens could experience in agricultural landscapes, resulted in reduced ovary development in queens of all four species we tested. These impacts are likely to reduce the success of bumblebee queens in the spring, with knock-on effects for bee populations later in the year.” The study focuses on sublethal effects of neonicotinoids, as wild bumblebees are more likely to be exposed to low doses of these chemicals, rather than higher lethal levels. Neoniocotinoid Pesticides Impair Bees’ Ability to Fly

(Beyond Pesticides, May 3, 2017) Last week, researchers at the University of California San Diego revealed the first ever link between the use of neonicotinoid pesticides and the ability of bees to fly. Published in Scientific Reports, the study, “A common neonicotinoid pesticide, thiamethoxam, impairs honey bee flight ability,” builds on previous findings that neonicotinoid use interferes with bees’ ability to navigate, and concludes that exposure to thiamethoxam affects honey bee flight patterns as well as their physical ability to fly in ways that may be detrimental to their survival. The study is the latest in a growing body of science linking pesticide use to honey bee declines, raising concerns about overall honey bee health and longevity in the face of continued neonicotinoid use. According to the study, both acute and chronic exposure to thiamethoxam revealed significant alterations of the ability of bees to fly -affecting flight distances, duration of flights, and flight velocity. Infected Mosquito Trial Launched Against Zika and Other Mosquito-Borne Diseases

(Beyond Pesticides, May 1, 2017) The Florida Keys Mosquito Control District released 20,000 male mosquitoes infected with Wolbachia bacteria near Key West, as a trial strategy to manage mosquitoes that carry Zika and other viruses. The district and others have been exploring new ways to suppress infected Aedes aegypti mosquito populations, which thrive in urban environments and can spread Zika, dengue fever, and chikungunya. It is unclear what impacts, if any, these infected mosquitoes will have on non-target organisms or public health. The trial is the second U.S. test conducted with the naturally occurring Wolbachia bacteria in Aedes aegypti mosquitoes, developed by the Kentucky-based company MosquitoMate. The first test occurred in Clovis, California, last year. In September 2016, the U.S. Environmental Protection Agency (EPA), which registers mosquito control products, approved and expanded an experimental use permit (EUP) for Wolbachia pipientis-infected Aedes aegypti mosquitoes (not to be confused with genetically engineered (GE) mosquitoes).  According to the agency, Wolbachia are naturally occurring bacteria commonly found in most insect species, but not in the Aedes aegypti. Dow Urges Trump Administration to Ignore Pesticide Impacts on Endangered Species

(Beyond Pesticides, April 24, 2017) After contributing $1 million to Donald Trump’s presidential festivities, pesticide maker Dow Chemical Co. is asking the Administration to set aside previous findings of federal scientists across multiple agencies that confirm the risks that organophosphate pesticides pose to about 1,800 critically threatened or endangered species. This comes after the Administration abandoned plans to restrict the brain-damaging pesticide chlorpyrifos, also an organophosphate pesticide created by Dow, despite mountains of evidence that show the chemical’s neurotoxic impacts on children’s brains. In letters sent to government officials, lawyers for Dow urge Administration officials and the U.S. Environmental Protection Agency (EPA) to set aside “biological evaluations” that detail how three highly toxic organophosphate insecticides –chlorpyrifos, malathion and diazinon– harm nearly all 1,800 threatened and endangered animals and plants, claiming the process to be “fundamentally flawed.” Federal agencies tasked with protecting endangered species –EPA, National Marine Fisheries Service, U.S. Fish and Wildlife Service and U.S. Department of Agriculture– have worked for years to identify the risks posed by pesticides to threatened and endangered species under to the Endangered Species Act (ESA). Report Documents Threats to Aquatic Life, Calls for Phase-Out of Neonicotinoid Use

(Beyond Pesticides, April 14, 2017) – As pollinators nationwide suffer severe declines tied to widespread exposure to pesticides, particularly a family of insecticides known as neonicotinoids, a new report details the chemicals’ dramatic impacts on aquatic ecosystems and biodiversity. This report coincides with findings of neonicotinoids in drinking water. The new report, Poisoned Waterways, documents the persistence of neonicotinoids in U.S. waterbodies and the danger they cause to aquatic organisms, resulting in complex cascading impacts on aquatic food web. The report supports previous calls for the restriction of neonicotinoid pesticides, given their high toxicity to bees, and now aquatic life. In an early 2017 U.S. Environmental Protection Agency (EPA) risk assessment on one of the most widely used neonicotinoids, the agency reported levels in streams, rivers, lakes and drainage canals that routinely exceed acute and chronic toxicity endpoints derived for freshwater invertebrates. Maryland Passes Ban of Bee Toxic Pesticides on State Managed Pollinator Habitat

(Beyond Pesticides, April 12, 2017) Earlier this week, the Maryland General Assembly took action to protect pollinators found in designated state pollinator habitat by passing SB 386/HB 830, Pollinator Habitat Plans- Plan Contents- Requirements and Prohibition, with bipartisan support. With this bill, the legislature will require pollinator habitat plans developed by any state agency to be as protective of pollinators as the Maryland Department of Agriculture’s managed pollinator protection plan requires. Study Finds Neonicotinoids in Water Straight from the Tap

(Beyond Pesticides, April 5, 2017) A new study, Occurrence of Neonicotinoid Insecticides in Finished Drinking Water and Fate during Drinking Water Treatment, has detected neonicotinoids, a class of insecticides known for their detrimental effects on bees, in treated drinking water. This marks the first time that these insecticides have been found in water sourced straight from the tap. Federal regulators have not yet addressed safe levels of neonicotinoids in drinking water, so at this point, any detection of these chemicals is cause for concern. The study authors “report for the first time the presence of three neonicotinoids in finished drinking water and demonstrate their general persistence during conventional water treatment.” Drinking water samples “collected along the University of Iowa treatment train” over a seven week period, May through July, 2016 directly after corn and soy planting, find three neonicotinoids, clothianidin, imidacloprid, and thiamethoxam at levels ranging from 0.24 to 57.3 ng/L (nanogams per liter). EPA Reverses Course and Allows Continued Use of Highly Neurotoxic Pesticide, Chlorpyrifos

(Beyond Pesticides, March 31, 2017) On Wednesday, Scott Pruitt, the new head of the Environmental Protection Agency (EPA), rejected the conclusions of EPA scientists, and independent scientific literature, and reversed a tentative decision from 2015 to revoke food residue tolerances of chlorpyrifos due to the chemical’s neurotoxic impacts. This would have effectively banned chlorpyrifos from agriculture. This decision stemmed from a petition and lawsuit filed by the Natural Resources Defense Council (NRDC) and Pesticide Action Network North America (PANNA)  ten years ago, calling for EPA to revoke all chlorpyrifos tolerances and cancel all registrations. A Federal Appeals court mandated that EPA take final action by March 31, 2017. Mr. Pruitt’s decision leaves the door open for continued neurotoxic dangers for humans, especially children, who have been shown to be especially vulnerable to chlorpyrifos. Chlorpyrifos is part of the organophosphate (OPs) class of pesticides, which were used in World War II as nerve agents. As potent neurotoxicants, organophosphates are extremely harmful to the nervous system, given that they are cholinesterase inhibitors and bind irreversibly to the active site of an enzyme essential for normal nerve impulse transmission. U.S. House Passes Bill that Supports EPA’s Pesticide Regulatory Program

(Beyond Pesticides, March 29, 2017) The U.S.  House of Representatives voted last week to pass H.R. 1029, the Pesticide Registration Enhancement Act of 2017 (PREA), reauthorizing the Pesticide Registration Improvement Act of 2003 (PRIA) under the nation’s pesticide law, the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). When passed in 2003, PRIA established the legal authority of the Environmental Protection Agency (EPA) to collect fees from pesticide makers for safety reviews and market approval. Over time, PRIA has been supported by pesticide manufacturers that are seeking approval for pesticide products, and public health and environmental groups seeking rigorous review and restriction of pesticides to protect human health and the environment. In a time of great uncertainty for the future of EPA, given proposed large-scale budget cuts, swift passage of H.R. 1029 with bipartisan support may signal acknowledgement by Congress that EPA performs a regulatory function that all sides agree is necessary, even though there is rarely agreement on the positions that the agency may take. European Commission Urges Full Ban of Neonicotinoids

(Beyond Pesticides, March 27, 2017) The European Commission (EC) has proposed a complete ban of agricultural uses of the widely used bee-toxic neonicotinoid pesticides across Europe under draft regulations. The EC cites neonicotinoids’ “high acute risks to bees.” In 2013, three neonicotinoids were temporarily banned because of concerns about their high toxicity to bees. A vote by member states can happen as early as May 2017. According to Pesticide Action Network (PAN) Europe, the European Commission has presented to Member States its draft regulations to ban the neonicotinoids: imidacloprid, clothianidin and thiamethoxam. Three draft regulations to ban the three bee-toxic neonicotinoids across the entire EU were submitted to the Standing Committee on Plant, Animal, Food and Feed. These will be open to comments from Member States and a first vote on the Commission’s proposal could take place in May 2017. The new proposals are for a complete ban on the three neonicotinoid uses in fields, with the only exception being for plants grown in greenhouses.  There would need to be a positive vote from 55% of the Member States representing 65% of EU citizens (qualified majority) to implement the proposal. Rusty Patched Bumblebee Listed as Endangered

(Beyond Pesticides, March 24, 2017) On March 21, the rusty patched bumblebee’s path to protection cleared political hurdles this week. The Fish and Wildlife Service (FWS) on March 21 officially listed the rusty patched bumblebee under the Endangered Species Act (ESA), after months of turmoil due to the Trump Administration’s temporary freeze on federal regulations adopted at the end of the Obama Administration. This listing stands as a landmark decision, marking the rusty patched bumblebee the first bumblebee species, and first bee overall in the continental U.S., to officially be declared endangered by FWS. In October 2016, FWS listed seven species of bees as endangered in Hawaii. The initial decision to list the rusty patched bumblebee as an endangered species came at the very end of President Obama’s term, on January 11, to take effect in February. FWS said in its news release, “Causes of the decline in rusty patched bumble bee populations are believed to be loss of habitat; disease and parasites; use of pesticides that directly or indirectly kill the bees; climate change, which can affect the availability of the flowers they depend on; and extremely small population size.
