Action: Your State’s AG Needs to Join the Investigation of the Bayer-Monsanto Merger

(Beyond Pesticides, March 26, 2018) Tell your state AG to join the investigation of the merger of Bayer-Monsanto, the manufacturer of genetically engineered seeds tolerant of its herbicide glyphosate (aka Roundup®), and Bayer, the manufacturer of neonicotinoid insecticides responsible for pollinator declines, including imidacloprid and clothianidin. The giant seed and pesticide company that would be created by this merger would be a disaster for pollinators, people, and the environment. Farmers overwhelmingly think this mega-merger is a bad idea –a new survey and white paper were released that demonstrate widespread opposition of farmers to this merger. According to the poll, which was conducted by a coalition of farm organizations, 93 percent of farmers surveyed oppose it. More than one million Americans have called on the Department of Justice to stop it. Study Shows Glyphosate Linked to Shorter Pregnancies

(Beyond Pesticides, March 21, 2018) According to a new study published this month in Environment Health, women with high levels of glyphosate in their bodies are more likely to have shorter pregnancies. Shorter pregnancies can lead to children with reduced learning and brain development. This is the first study to suggest that exposures to glyphosate can influence the long-term well-being of children. The study, Glyphosate exposure in pregnancy and shortened gestational length: a prospective Indiana birth cohort study, obtained both urine and drinking water samples from 71 women with pregnancies living in Central Indiana while they received routine prenatal care, and analysed the relationships of glyphosate levels in mother’s urine with fetal growth indicators and gestational length. The researchers found that more than 90 percent of pregnant women had detectable levels of glyphosate where higher glyphosate levels were significantly correlated with shortened gestational lengths, even though the drinking water samples had little to no detectable levels of glyphosate. Women living in rural areas were found to have higher glyphosate levels. Organic integrity is under unprecedented attack from the Trump Administration’s Department of Agriculture (USDA), Congress, and those who would like to sell food as “organic” without following the stringent rules established for organic food production and labeling. The National Organic Standards Board (NOSB), established to represent the organic community in advising USDA on organic practices, will be voting on important issues, and your input is critical to that process. The NOSB meets twice yearly to consider issues including materials used in organic production and oversight of the National Organic Program within USDA. Submit your comments at Regulations.gov! Monarch Butterfly Numbers Keep Declining

(Beyond Pesticides, March 14, 2018) The annual count of Monarch butterflies overwintering in Mexico shows declines from last year’s numbers—a 15 percent decrease –according to figures from an official Mexican government count in the winter of 2017. These numbers underscore how at risk the iconic animal is, with a possible collapse of migration if populations are critically low. Monarch butterflies (also known as Eastern Monarchs) embark on an impressive migration every year. Roughly 99 percent of all North American monarchs migrate each winter to oyamel fir forests on 12 mountaintops in central Mexico. Scientists estimate the population size by measuring the area of trees turned orange by the clustering butterflies. But for the second year in a row, its numbers are declining — 2.48 hectares of occupied winter habitat is down from 2.91 hectares last winter. Apart from partial rebounds in the winters of 2001 and 2003, numbers have gone down steadily since 1996. Overall monarchs have declined by more than 80 percent over the past two decades. Assessment Finds Alternatives Negate Any Need to Use Bee-Toxic Neonicotinoids

(Beyond Pesticides, March 1, 2018)  A comprehensive review of notorious, bee-killing neonicotinoid insecticides finds that crop yields and on-farm profit can be maintained and improved by replacing these toxic chemicals with alternative pest management strategies. The new study is part of an ongoing update to the 2014 Worldwide Integrated Assessment undertaken by an international team of scientists called the Task Force on Systemic Pesticides. The results of this review point to the need for strong action against these chemicals by all levels of government. “Regulators need to realize that if we want sustainable agricultural practices, we need a more restrictive regulatory framework and programs to support farmers making the switch,” said Task Force co-chair and scientist at France’s National Scientific Research Centre Jean-Marc Bonmatin, PhD, in a press release. “Our findings on the availability of alternatives will be particularly relevant where new restrictions on neonics are being considered.” The Task Force reviewed 200 studies on systemic insecticides, looking at their use and pest resistance in annual and perennial crops, the viability of alternative pest management techniques, and the potential to implement alternative forms of crop insurance to cover risks, rather than spray expensive insecticides. Monsanto Loses Lawsuit to Stop Dicamba Ban in Arkansas

(Beyond Pesticides, February 23, 2018) Agrichemical corporation Monsanto has lost its bid to halt a statewide ban on the use of its specialty dicamba herbicide in Arkansas. Despite a lengthy process of evaluation and public comment that led to a prohibition on the use of drift-prone dicamba herbicides during the growing season on Arkansas farms, Monsanto made one last-ditch attempt to stop the law from going into effect by suing the entire state. With the industry’s loss, Arkansas is on track to implement the toughest restrictions against dicamba in the U.S. State Circuit Court Judge Chris Piazza dismissed the lawsuit last week based on a recent Arkansas Supreme Court ruling, which held that the state cannot be made a defendant in court. Monsanto’s lawsuit argued against the makeup of the state’s Plant Board, which voted to prohibit the company’s product last November. Monsanto also made claims that the state did not consider the economic damage a ban on the herbicide would cause, despite not seeking monetary restitution in court. Syngenta Gets Slap on the Wrist for Poisoning Workers

(Beyond Pesticides, February 15, 2018) The U.S. Environmental Protection Agency (EPA) settled claims against pesticide giant, Syngenta, after dozens of workers in Kuai, Hawaii were exposed to the neurotoxic pesticide chlorpyrifos in 2016 and 2017. EPA backed away from the $4.8 million settlement that it was initially seeking from Syngenta and negotiated a civil penalty of $150,000. Nineteen workers were exposed to chlorpyrifos after Syngenta sprayed the insecticide on a field of genetically engineered (GE) corn at its Kekaha farm. According to the complaint, the workers were allowed to reenter the field before the reentry period expired and without protective equipment. Ten workers were taken to the hospital and three were held overnight. This incident occurred in 2016, however a second incident occurred in 2017 when Syngenta failed to post warnings for worker crews containing 42 employees after applying chlorpyrifos. At the time of the incident, an inspector from the Hawaii Department of Agriculture (HDOA) was present on the Syngenta farm, which triggered an immediate investigation from the state. ‘Bug Bombs’ Still Deadly after EPA Label Changes, says CDC

(Beyond Pesticides, February 14, 2018) Total release foggers, otherwise known as bug bombs, received updated labels from the U.S. Environmental Protection Agency (EPA) in 2011 as part of efforts to reduce accidental poisonings, but a new report from the U.S. Centers for Disease Control and Prevention (CDC) finds that EPA restrictions are a public health failure. Bug bombs pose a significant risk of acute illness to individuals even when attempting to follow new label instructions. Beyond Pesticides has long called for bug bombs to be banned, as there are a myriad of non-toxic alternative strategies to successfully manage household pests. CDC’s report, Acute Illnesses and Injuries Related to Total Release Foggers, updates a previous study released in 2008 which found significant safety concerns about bug bombs and ultimately prompted EPA to revise the labels of these products. At the time, CDC found a total of 466 illnesses or injuries associated with the use of total release foggers between 2001-2006. Intermediary Strips of Wildflowers across Fields Reduces Pesticide Use

(Beyond Pesticides, February 8, 2018) New trials are being launched in the United Kingdom (UK) to monitor fields that have long strips of wildflowers planted through croplands to boost natural predators and potentially reduce pesticide spraying. The large-scale trials are meant to determine how effective these strips can be as a tool for practitioners wishing to enhance biological pest control in the field. The field trials, carried out by the Centre for Ecology and Hydrology (CEH), are being conducted on 15 large arable farms in central and eastern England and would be monitored for five years. Until now, wildflower strips have been placed at the edge of fields as refuges. However, natural predators in these strips would be unable to access the center of large planted fields, and thereby unable to effectively target pests that are in the fields. In the new trials, six-meter wide strips of annual wild and cultivated plants – with 13 to 16 species – will be planted 100 meters apart so that predators will be able to attack aphids and other pests typically found in fields. Western Monarch Butterfly Count Lowest this Decade, Raising Fears of Extinction

(Beyond Pesticides, February 7, 2018) New data from the California monarch butterfly count indicate that the western population of the species is continuing to decline at an alarming rate, with scientists and conservation groups pointing to man-made factors like logging, climate change, and herbicide use on genetically engineered (GE) crop fields as primary drivers. The annual California count of western monarch butterflies stationed volunteers at 262 sites, more than ever before, yet at 200,000 butterflies counted, the numbers nearly matched the lowest level recorded this decade, when only 145,000 butterflies were seen in 2012. The decline of these iconic butterflies demands swift action from lawmakers and regulators to protect their dwindling numbers. Dramatic declines in monarch populations mirror continuing declines in honey bees and other wild pollinator species. Species declines may be even broader than pollinators, affecting all insects in general. Nitrogen Fertilizer Found To Be a Significant Source of Air Pollution

(Beyond Pesticides, February 2, 2018) California regulators may be drastically underestimating chemical-intensive agriculture’s contribution to nitrogen oxide (NOx) caused air pollution, acid rain, and respiratory illness in the state, according to a new study published in Science Advances by researchers at University of California, Davis. While NOx  pollution is usually associated with energy production and vehicle emissions, fertilizer use on crop fields is contributing to significant air pollution problems. Advocates say that the study is an urgent call for farmers to eliminate dependency on soluble, synthetic, nitrogen-based fertilizers and adopt the use of insoluble soil amendments that support soil biology that provide plants with nutrients. NOx gasses are major sources of pollution in the U.S. and throughout the world, and include the compounds nitrogen oxide (NO) and nitrogen dioxide (NO2). Chemical-intensive, synthetic nitrogen fertilizers are applied in a form that is readily available to plants, while organic nitrogen fertilizers require the biological life in the soil to break down the fertilizer into a form that plants can use. Australian Grocery Giant To Stop Selling Neonicotinoid Products

(Beyond Pesticides, January 31, 2018) Woolworths, one of Australia’s largest retailers, has decided to stop selling neonicotinoid products (neonics) linked to global declines in bee populations. This is the latest retailer in Australia to announce commitments to stop supplying the bee-toxic products. After thousands of Australians signed a petition calling on retailers to stop selling insecticides containing neonicotinoids, Woolworth announced it has, in fact, succumbed to public pressure and would join Bunnings Warehouse, Mitre 10 and Coles stores in pulling neonic products from their shelves. The week prior, retail chain Bunnings announced it would pull all items containing neonicotinoids from their shelves. Woolworth said it would stop selling the products by June 2018. The retail commitments come as a result of efforts launched by global consumer group SumOfUs that called on Australian retailers to stop selling insecticide products containing neonicotinoids, including the popular home and garden product, Confidor, which has been stocked by Woolworths and contains imidacloprid as the active ingredient. Neonicotinoid Insecticides Threaten Aquatic Life in the Great Lakes

(Beyond Pesticides, January 30, 2018) New data from the U.S. Geological Survey (USGS) reveals the year-round presence of neonicotinoids (neonics) in the Great Lakes – the world’s largest freshwater ecosystem. Neonics, which are highly toxic to aquatic organisms and pollinators, are prevalent in the tributaries of the Great Lakes with concentrations and detections increasing during planting season. This new data adds to burgeoning demand for a federal ban of these insecticides in order to safeguard vulnerable aquatic ecosystems and pollinators. The study, “Year-round presence of neonicotinoid insecticides in tributaries to the Great Lakes, USA,” sampled ten major tributaries to the Great Lakes from October 2015 to September 2016. Neonicotinoids were detected in every month sampled. At least one neonicotinoid was detected in 74 percent of the samples, with 10 percent of samples containing three neonicotinoids. The most frequently detected neonicotinoid was imidacloprid (53%), followed by clothianidin (44%), thiamethoxam (22%), acetamiprid (2%), and dinotefuran (1%). The detections of clothianidin and thiamethoxam are significantly correlated with the percentage of agricultural land use. Arkansas Officially Bans Use of Monsanto’s Dicamba Herbicide Linked to Crop Damage

(Beyond Pesticides, January 25, 2018) Monsanto’s herbicide dicamba, widely used on genetically engineered crops, will be prohibited from use in agriculture from April 16 to October 31, 2018 in Arkansas, following a vote this week by the state’s Legislative Council. Action by lawmakers was the last step needed to make the ban official after the Arkansas State Plant Board (ASPB) voted last year to continue a temporary ban on the drift and damage-prone herbicide into 2018. The ban is a win for farmers and health advocates who have suffered from drift, health effects, and crop damage as a result of widespread dicamba use, as over 29,000 people, including many Beyond Pesticides supporters, voiced their support for ASPB’s proposal when it was announced in October. Prior to the vote by the Arkansas Legislative Council lawmakers had delayed a vote on the ban, sending the proposal back to ASPB for review and potential revision. Neonicotinoids Found in UK Honey Despite Partial Ban

(Beyond Pesticides, January 18, 2018) Research published in early January 2018 has shown that — despite a partial ban on neonicotinoid insecticides instituted in 2014 — 25% of British honey is still contaminated with residue of these “potent, bee-killing” pesticides. The partial ban, which extended to flowering crops, such as oilseed rape (from which canola oil is made), was instituted by the European Union (EU) in response to evidence of serious threats to bee populations. Samples for this study came from beekeepers and were each from a single location. After the partial ban went into effect, scientists had seen some reduction in the contamination rate of neonicotinoids in honey, from greater than 50% prior to the ban. This study demonstrates that these powerful pesticides nevertheless remain common in agricultural areas, posing serious threats to bees (and other pollinators). Take Action: Tell EPA that Neonics Pose Unacceptable Ecological Threats!

(Beyond Pesticides, January 16, 2018) In spite of findings that neonicotinoid (neonic) insecticides pose both acute and chronic risks to pollinators, aquatic life, and birds, the U.S. Environmental Protection Agency (EPA) is seeking comment that could support their continued use. Comments are due by February 20, 2018.  Tell EPA that neonics pose unacceptable risks to pollinators, aquatic life, and birds! And, ask your Congressional delegation push EPA to do the right thing. Last month, EPA released preliminary ecological (non-pollinator) assessments for the neonicotinoids clothianidin, thiamethoxam, dinotefuran, and the terrestrial ecological assessment for imidacloprid, finding that these pesticides pose both acute and chronic risks to aquatic life and birds. Treated seeds are identified as posing the highest dietary risks to birds, confirming previous research that neonics are highly hazardous not only to bees, but also, to birds, aquatic life, and other non-target organisms. (Beyond Pesticides, January 4, 2018) Last month, the U.S. Environmental Protection Agency (EPA) released the preliminary ecological (non-pollinator) assessments for the neonicotinoids (neonics); clothianidin, thiamethoxam, dinotefuran, and the terrestrial ecological assessment for imidacloprid, finding that these pesticides pose both acute and chronic risks to aquatic life and birds. Treated seeds are identified as posing the highest dietary risks to birds, confirming previous research that neonics are highly hazardous not only to bees, but to birds, aquatic life, and other non-target organisms. Released December 15, 2017, EPA opened the public comment period for these assessments until February 20, 2018. Along with the risks identified in the assessments, the agency is specially requesting feedback on the benefits of continued use of the neonics in cotton and citrus crops identified in last year’s pollinator assessments as posing risks to honey bees. EPA states, “We believe early input from the public will be helpful in developing possible mitigation options that may be needed to address risks to bees.” This despite evidence of long-term systemic exposures to non-target organisms that support a phase-out of these pesticides. EPA Says Glyphosate “Likely Not Carcinogenic,” Despite Scientific Findings to the Contrary

(Beyond Pesticides, December 21, 2017) On December 18, the U.S. Environmental Protection Agency (EPA) declared that glyphosate is likely not carcinogenic. Relatedly, after weeks of stalemate on a decision by European countries, the European Union (EU) voted, in late November, to extend the license for the herbicide for another five years, despite massive opposition in member countries. In the U.S., the Center for Biological Diversity charged that the EPA assessment relied heavily on industry studies to arrive it its conclusion, and ignored its own guidelines for assessing cancer risks. Senior scientist at the Center for Biological Diversity Nathan Donley said, “The only way the EPA could conclude that glyphosate poses no significant risks to human health was to analyze industry studies and ignore its own guidelines when estimating cancer risk. . . . The EPA’s biased assessment falls short of the most basic standards of independent research and fails to give Americans an accurate picture of the risks posed by glyphosate use.” Glyphosate is due for its EPA registration review in 2019, and opponents are concerned that the December 18 announcement portends likely re-registration — which advocates say is bad news for human health and the environment. UK Rivers Contaminated with Neonicotinoids; EU Delays Decision to Extend Ban

(Beyond Pesticides, December 14, 2017) Tests of waterways in the United Kingdom (UK) reveal rivers contaminated with neonicotinoids, the class of chemicals highly toxic to bees and aquatic invertebrates. And now, although neonicotinoids were banned from use on certain crops in the European Union (EU) in 2013, an EU vote to extend the ban has been delayed. The test results raise concerns over neonicotinoids’ impacts on waterways, especially to fish and birds. Under a new EU mandate -Water Framework Directive ‘Watch List’ initiative – the UK was required to monitor for all five commonly used neonicotinoids: imidacloprid, clothianidin, thiamethoxam, acetamiprid and thiacloprid. Twenty-three sites were sampled in 2016, 16 in England, four in Scotland, three in Wales and three in Northern Ireland. This is the first systematic testing of neonicotinoids in rivers in Britain. According to the results, half the rivers tested in England had either chronic or acute levels of contamination. Of the 23 rivers tested across Britain, all but six contain neonicotinoids. Monsanto Offers Farmers Payments to Use Controversial Herbicide Dicamba, According to Reuters

(Beyond Pesticides, December 12, 2017) According to a Reuters story, agrichemical company Monsanto plans to offer farmers a cash incentive to use its highly toxic and drift-prone dicamba-based herbicide next season, despite links to widespread crop damage that has pitted neighbor against neighbor in agricultural communities throughout the country. The move comes as more and more states enact or consider restrictions on use of the herbicide, which is intended to be paired with genetically engineered (GE) soybean seeds resistant to both dicamba and another controversial herbicide produced by Monsanto, glyphosate. Monsanto plans to provide farmers more than half of the cost of herbicide per acre as an incentive to plant its GE seeds. However, given the range of new regulations surrounding the products, as well as the social stigma around its use, it remains to be seen whether the offer will sway farmers. Dicamba has stirred up fights between neighbors in a number of agricultural communities. Bader Farms, which grows over 110,00 peach trees on over 1,000 acres in Missouri, is suing Monsanto after its insurance company issued a refusal to pay for damages caused by dicamba drift from surrounding farms. Take Action: Tell the Natural Resources Conservation Service (NRCS) to Support Monarch Habitat

(Beyond Pesticides, December 11, 2017) Tell the Natural Resources Conservation Service (NRCS) to substantially increase the amount of funding spent on the conservation of monarch butterflies and the restoration of their habitat, and to ensure that restored habitat is not poisoned with hazardous pesticides. Although the agency has taken some steps to protect monarchs –including the implementation of the Monarch Butterfly Habitat Development Project and support for the Monarch Butterfly Conservation Fund— last year’s NRCS expenditure of $4 million was insufficient to prevent the monarchs’ decline, and could not even begin stemming the loss of milkweed habitat. Restoring the monarch butterfly and its habitat will require a substantial contribution from the agricultural sector and strong leadership from the NRCS. Agricultural lands encompass 77% of all prospective monarch habitat, and thus are indispensable to reaching these goals. Monarch populations have fallen more than 80 percent over the last 20 years, and it is estimated that there is a 60 percent chance the multigenerational migration of these butterflies would completely collapse in the next 20 years.
