EPA Approves Enlist Duo®, Opens Gate to New Wave of GE Woes

(Beyond Pesticides, October, 16, 2014) Despite a massive outpouring of public opposition, the U.S. Environmental Protection Agency (EPA) announced yesterday that it has registered Enlist Duo ®, officially putting the rubber stamp of approval on the sale and use of a new wave of genetically-engineered (GE) 2,4-D tolerant crops. Developed by Dow AgroSciences, Enlist Duo ® is an herbicide that incorporates a mix of glyphosate and a new formulation of 2,4-D, intended for use on GE Enlist-Duo ®-tolerant corn and soybean crops. While registration of the herbicide was anticipated by most of the public since the U.S. Department of Agriculture (USDA)’s approval of the Enlist Duo ®-tolerant crops in mid-September, the announcement still comes as a disappointing shock, demonstrating the failings of the U.S. pesticide and agricultural regulatory system to put people and the environment before economic incentives and industry bottom lines. “EPA approval of this herbicide sets a dangerous precedent,” says Jay Feldman, executive director of Beyond Pesticides. “Instead of looking to alternatives, regulators are signaling that the answer to widespread weed resistance is more toxic products that endanger farmworkers and farming communities.” As Beyond Pesticides noted in its comments submitted to EPA in June of this year, the […]

Toxic Wood Preservative Added to Government List of Carcinogens

(Beyond Pesticides, October 9, 2014) The U.S. Department of Health and Human Services (DHHS) released its 13th Report on Carcinogens, a science-based document that identifies chemical, biological, and physical agents that are considered cancer hazards for people living in the United States. While four substances were added, bringing the total list to 243, it is the addition of pentacholophenol (PCP) and its by-products that should raise eyebrows across the United States and perhaps even raise hopes of those fighting against the use of this dangerous chemical that it might be on its way out. Added to the DHHS list as a substance “reasonably anticipated to be a human carcinogen,” PCP is primarily used as a wood preservative in such items as utility poles, railroad ties, and fence posts. An organocholrine compound, the substances was first developed and used as a pesticide. Byproducts of PCP include dioxins. The reasons for the inclusion on the HHS list include findings that exposure to this mixture was associated with an increased risk of non-Hodgkin lymphoma in studies in humans and caused tumors in the liver and other organs in mice. USDA Approves 2,4-D-Tolerant (GE) Crops

(Beyond Pesticides, September 19, 2014) The pesticide treadmill continues to turn with the U.S. Department of Agriculture’s (USDA) recent approval this week of three 2,4-D-tolerto ant corn and soybean crops, developed by Dow AgroSciences. Some growers have been pushing for the new Enlist crops in order to combat the rapid proliferation of glyphosate-resistant weeds. The use of glyphosate, the active ingredient in Monsanto’s Roundup formulation, on genetically-engineered (GE) crops has proven to be an abject failure due to widespread weed resistance. So widespread is this resistance that the U.S. Environmental Protection Agency (EPA) has  granted an emergency use exemption  for fluridone, which does not have registered uses in agriculture.  More recently, Texas regulators requested the use of propazine to combat glyphosate-resistant Palmer amaranth, or pigweed, which EPA recently denied,  citing risks to drinking water and other hazards.   Even though the agency denied the emergency use application, it accepted the argument put forth by the Texas Department of Agriculture that  glyphosate-resistant weeds in three million acres of herbicide-tolerant cotton constituted an  “urgent non-routine situation.”  Beyond Pesticides argued to EPA that the weed resistance in  herbicide-tolerant cropping systems is very predictable and has become routine, thus disqualifying states from using the […]

Study Finds EPA Favors Industry in Pesticide Safety Evaluations

(Beyond Pesticides, September 5, 2014) A study published in a scientific journal finds that the U.S. Environmental Protection Agency (EPA) favors the chemical  industry when making determinations on pesticide safety. Under the Federal Insecticide Fungicide and Rodenticide Act (FIFRA), EPA conducts  risk assessments to determine whether a new or existing chemical is eligible for registration or reregistration and therefore able to enter or remain on the market. The study’s conclusions raise serious concerns for both environmental and human health protection because of EPA’s practice of inviting bias and underestimating potential harm. The study, which will be in the October issue of BioScience, highlights the case of atrazine, an herbicide that has been linked to cancer, endocrine disruption, birth defects, and reproductive effects. In their study, Michelle Boone, Ph.D., of Miami University, and her colleagues find that most pesticide toxicity tests used in risk assessments are conducted by pesticide manufacturers themselves. The authors contend that this can result in conflicts of interest. Additionally, strict methodological criteria, such as the types of containers in which exposed specimens are raised, often mean that potentially relevant studies are barred from EPA’s assessment process. U.S. Representative Questions EPA’s Risk Assessment of 2,4-D-Based Herbicide

(Beyond Pesticides, September 2, 2014) U.S. Representative Henry Waxman (D-Calif.) sent a letter to the U.S. Environmental Protection Agency (EPA) last week asking them a poignant question: Why didn’t the human health risk assessment of Dow’s newest 2,4-D-based herbicide apply the ten-fold safety factor required by national law to protect children and infants? The question is a good one and events leading up to it began back in April 2014, when EPA opened up a public comment period for Dow AgroSciences’s application to expand the use of its 2,4-D choline salt herbicide, known as Enlist Duo ®, on 2,4-D-tolerant corn and soybeans. This application was the next step in ushering in a new wave of genetically-engineered (GE) crops sought to replace the quickly waning glyphosate-resistant or Roundup Ready ® varieties. As EPA described on its Enlist-Duo ® webpage, “Weeds are becoming increasingly resistant to glyphosate-based herbicides and are posing a problem for farmers. EPA Denies Hazardous Pesticide Use on 3 Million Acres of Texas Cotton Fields

(Beyond Pesticides, July 24, 2014) Last week, the U.S. Environmental Protection Agency (EPA) denied an emergency application to use a hazardous pesticide, propazine, on 3 million acres of Texas cotton fields, after groups representing environmental, public health, and organic farm interests urged the agency to reject the request based on environmental effects and the predictable nature of the weed resistance to currently used chemicals. Despite determining “that an urgent and non-routine condition exists for Texas growers” when certain weed-densities are reached, EPA’s primary reasons for denying the application focused on health and environmental concerns of the pesticide. As EPA explained, “When conducting human health risk assessment for new use the Agency must first consider the risk profile for currently registered uses and determine if an additional use can be added to the cup.” This aggregate risk assessment is required under the Food Quality Protection Actand in the case of propazine, EPA found that “drinking water estimates suggest that risks from drinking water alone may lead to unacceptable risks . . . .” “While we disagree with the EPA that this meets any of the criteria for emergency exemption, we applaud the EPA for putting the health of people and the […]

Now that it has, Texas GE cotton growers recently requested an emergency use of a chemical cousin to atrazine, the herbicide that is demasculinizing frogs by disrupting the endocrine system— on 3 million acres of cotton fields where the weeds have become resistant to the chemical of choice —glyphosate. Moms Tell EPA to Ban Glyphosate After Residues Found in Breast Milk

Beyond Pesticides, May 30, 2014) This week, a group of concerned mothers and environmentalists met with U.S. Environmental Protection Agency (EPA) officials  to discuss a recent pilot study that detected glyphosate residues in breast milk. Organized by Mom’s Across of America, which is seeking to stop the sale and use of glyphosate, the meeting  underscored the limitations of EPA’s pesticide registration program in addressing  the real-life impacts of pesticides on children and the concerns of mothers surrounding the dangers of glyphosate in particular.  Glyphosate, the active ingredient in the herbicide Roundup, is the most widely applied herbicide in the U.S., with uses ranging from genetically engineered (GE) crops to lawn turf. The meeting with Moms Across America, Beyond Pesticides, Consumes Union, Organic Consumers Association,  other groups  and EPA came after Mom’s Across America’s five-day phone call campaign urging EPA to recall Roundup. Participants in the campaign made close to 10,000 calls to the agency. The pilot study, supported by Moms Across America, looked at ten breast-milk samples from across America. Study Elevates Need for Testing of “Inert” Ingredients in Pesticide Products

(Beyond Pesticides, February 13, 2014) French scientists from the University of Caen have revealed one more layer of the myth behind so-called “inert” ingredients in pesticides, concluding that pesticide risk assessments that focus exclusively on active ingredients substantially underestimate the potential hazards of the product as a whole. The findings in Major pesticides are more toxic to human cells than their declared active principles indicate that inert ingredients in pesticides can magnify the effects of active ingredients, sometimes as much as 1,000-fold. In conducting their study, Robin Mesnage,  Ph.D.  and  his team of scientists, including Gilles-Eric Seralini,  exposed three human cell lines to the active ingredients of three herbicides, three insecticides, and three fungicides. The team then exposed the cell lines to the well-known commercial formulations that include these active ingredients which also contained “inerts,” and compared the results. Overall the study concluded that the commercial combinations had a magnifying effect on the toxicity of the active ingredients. While many might assume  that three insecticides tested ranked highest in toxicity, the study actually ranked fungicides as having the highest on-average toxicity, followed by herbicides, then insecticides. Bee Larvae Adversely Affected by Mix of Pesticides and Inert Ingredients

(Beyond Pesticides, February 6, 2014) We know that pesticides and bees don’t mix and that particular pesticides, such as neonictinoids, pose significant threats to bee populations worldwide, but a recent study conducted by researchers at Pennsylvania State University have identified that it is “the mix” of the many chemicals in the environment that pose a significant threat to honey bee survival. Looking at the four most common pesticides detected in pollen and wax –fluvalinate, coumaphos, chlorothalonil, and chloropyrifos, Wanyi Zhu and other researchers have assessed the toxic impacts of these pesticides on honey bee larvae at real world exposure levels; that is, levels that are found in existing hives outside of a laboratory. EPA Appoints Public Interest Scientist to Oversee Scientific Integrity

(Beyond Pesticides, November 27, 2013) The U.S. Environmental Protection Agency (EPA) has tapped a senior scientist at a nonprofit watchdog group to head the agency’s internal scientific integrity program. Francesca Grifo, PhD, former senior scientist and director of the Union of Concerned Scientists’ (UCS) scientific integrity program, is  becoming EPA’s new scientific integrity official, tasked with overseeing the agency’s transparency and ethical policy standards. In her new post, Dr. Grifo will be working in the agency’s Office of Research and Development, where her duties include ensuring that EPA complies with scientific integrity standards and overseeing the agency’s scientific integrity committee. EPA recently developed an agency-wide policy   that addresses the promotion of scientific ethical standards, including quality standards, public communications, advisory committees and peer review. Many believe this appointment is a boon for the agency, helping it stay ahead of the curve in upholding the science, which plays a critical role in the agency’s stewardship of public and environmental health. EPA Reluctant to Endorse Chemical Safety Improvement Act

(Beyond Pesticides, November 22, 2013) The U.S. Environmental Protection Agency (EPA) Assistant Administrator of the Office of Chemical Safety and Pollution Prevention, James Jones, testified before the House Subcommittee on Environment and the Economy last week. The subject of Jones’ testimony: EPA’s informal observations on the proposed Chemical Safety Improvement Act (CSIA). Introduced this past April, the CSIA seeks to reform the severely outdated and ineffective Toxics Substances Control Act (TSCA), the nation’s primary chemical safety law. Adopted in 1976, TSCA established an inventory and notification framework to monitor and assess the commercial production and importation of chemicals. Excluding large swaths of chemicals (such as pesticides and drugs) and placing the burden on EPA to demonstrate unreasonable risks to health or the environment, TSCA has done little to protect the public from or enable EPA to restrict the uses of the more than 84,000 chemicals in the marketplace today. White Paper Outlines New Approach to Endangered Species Act Pesticide Review

(Beyond Pesticides, November 19, 2013) Last week, the Environmental Protection Agency (EPA), the U .S. Department of Agriculture (USDA), Fish and Wildlife Service (FWS), and National Marine Fisheries Service (NMFS) released a white paper identifying how they plan to reconfigure the pesticide review process to meet the pesticide approval requirements for the Endangered Species Act (ESA). The new approach outlined in the white paper incorporates suggestions from the National Academy of Sciences’ Research Council (NRC) report released last May. The white paper is a step towards overhauling a deeply flawed process, though there will be several challenges to implementing this new approach for the agencies moving forward. Under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), before a pesticide can be sold, distributed, or used in the U.S., EPA is required to determine that the pesticide does not cause unreasonable adverse effects on the environment. However, in the case of species listed as endangered or threatened under the ESA, all federal agencies, including EPA, are required to ensure that their actions will not jeopardize the continued existence of a listed species by diminishing the species’ numbers and reproduction. Increased Risk of Endometriosis Linked to Persistent Pesticides

(Beyond Pesticides, November 7, 2013) A study released this week established a strong connection between endometriosis and exposure to two dangerous pesticides: lindane and mirex. While the results are not surprising given past connections between these pesticides and their endocrine-disrupting effects, this new study, Organochlorine Pesticides and Risk of Endometriosis: Findings from a Population-Based Case-Control Study, is one of the first to examine the association between organochlorine pesticides (OCPs) and endometriosis, one of the most common gynecological diseases, in women in the general population. The study’s authors, Kristen Upson, Ph.D. et al,  explained to Environmental Health Perspectives, “Our study suggests that exposure from extensive past use of environmentally persistent OCPs in the United States, or present use in other countries may impact the health of the current generation of reproductive-age women with regard to a hormonally-mediated disease.” In conducting the study, researchers selected a group of women with surgically-confirmed cases of endometriosis from the greater Pacific Northwest area. This group of women was then divided into four groups, based on the level of pesticide in each woman’s blood. Settlement Will Safeguard Endangered California Frog from Harmful Pesticides

(Beyond Pesticides, November 6, 2013) A federal district court approved a settlement Monday requiring the U.S. Fish and Wildlife Service to better protect California red-legged frogs from seven common pesticides known to be highly toxic to amphibians. The settlement gives the agency two years to prepare “biological opinions” under the Endangered Species Act (ESA) to analyze pesticide use in and near the frog’s aquatic and upland habitats.   A 2006 legal settlement secured by the Center for Biological Diversity (CBD) required the U.S. Environmental Protection Agency (EPA) to assess pesticide impacts on red-legged frogs and to then formally consult with the Fish and Wildlife Service (FWS) under the ESA. The EPA’s assessments found that widespread use of pesticides is likely harming red-legged frogs and the court ordered temporary pesticide use restrictions that remain in effect today. EPA determined that 64 other pesticides are “likely to adversely affect” or “may affect” red-legged frogs. Despite the EPA’s findings, however, FWS and EPA failed to complete the required consultation, resulting in the litigation by CBD that culminated in Monday’s settlement. Bats Are Not the Real Threat This Halloween

(Beyond Pesticides, October 31, 2013) Bats get a bad rap on Halloween with their image synonymous with blood-sucking vampires; however, the real scary thing about bats is that they are disappearing due to a myriad of threats, including pesticides, habitat destruction, and the horrible white-nose syndrome (WNS), a disease caused by the fungus Pseudogymnoascus (Geomyces) destructans. Researchers are reporting an even bleaker picture, finding very little evidence of what might stop the disease from spreading further and persisting indefinitely in bat caves. The new study, from researchers at the Illinois Natural History Survey at the University of Illinois, found that the fungus can make a meal out of just about any carbon source likely to be found in caves, said graduate student Daniel Raudabaugh, who led the research under the direction of survey mycologist Andrew Miller, Ph.D. The study, Nutritional Capability of and Substrate Suitability for Pseudogymnoascus destructans, the Causal Agent of Bat White-Nose Syndrome is published in PLOS One. “It can basically live on any complex carbon source, which encompasses insects, undigested insect parts in guano, wood, dead fungi and cave fish,” Mr. Raudabaugh said. “We looked at all the different nitrogen sources and found that basically it can […]

Investigative Report Finds Soaring Pesticide Use and Poisoning Linked to GE Crop Production

(Beyond Pesticides, October 22, 2013) Nearly a week after plant geneticists from the world’s largest agrichemical companies accepted the World Food Prize, an Associated Press (AP) investigation links the effect of their work to soaring pesticide use and resulting health problems.  According to the  AP, the advent of “no-till” farming methods in Argentina with the use of genetically engineered (GE) crops and companion pesticides has caused significant health impacts in farming towns abutting GE fields. Since the introduction of these practices in Argentina by agrichemical companies such as Monsanto, cancer rates have skyrocketed and the number of birth defects has quadrupled. Argentina was an early adopter of GE technology in 1996, when it was billed as the silver bullet to solve world hunger with increased crop  productivity, and improved human and environmental health resulting from decreased pesticide use. The most widely used GE crops, such as Monsanto’s Roundup Ready line of corn and soybeans, allow farmers to apply the herbicide glyphosate during and after seed plantings in order to kill weeds without risk of the main crop dying off. Report Finds Need for California to Improve Its Pesticide Approval Process

(Beyond Pesticides, September 30, 2013) A new report, published by UCLA’s Sustainable Technology and Policy Program, finds that the California Department of Pesticides Registration (DPR) has failed to ensure that pesticides it approves are safe. Using methyl iodide as a case study, researchers point to key deficits in the approval process and make recommendations for improvements. Methyl iodide was used as a fumigant to control pests on strawberries, despite its threats to human health. It (i) causes miscarriages, thyroid dysfunction, and cancer, (ii) is neurotoxic, causing psychiatric symptoms and movement disorders similar to Parkinson’s disease,  and (iii)  is a developmental toxin that impairs fetal development. The fumigant was designed as a substitute for methyl bromide, which is slated for phase-out by 2015 as an ozone-depleting chemical under the Montreal Protocol. GAO Report Questions Adequacy of EPA’s Conditional Pesticide Registration System

(Beyond Pesticides, September 11, 2013) In a report released Monday, the Government Accountability Office (GAO) finds that the U.S. Environmental Protection Agency (EPA)’s use and oversight of conditional registrations is lacking and unreliable. Conditional registration allows pesticides onto the consumer market without all the required data to assess the chemical’s safety. This has created many serious human and environmental health problems, including bee decline, tree death and potential increases in human health risks. GAO recommends that EPA better track conditional registrations, however, Beyond Pesticides and other concerned groups urge the agency to cancel registrations until all relevant data is submitted and reviewed. According to the findings of the GAO’s report, EPA’s system for tracking pesticides with conditional registration is unreliable and thus, the total number of conditional registrations granted is unclear.   This lack of a reliable system for managing conditional registrations constitutes an ”˜internal control weakness’ because the agency lacks an effective mechanism for program oversight and decision making, according to federal internal control standards cited by GAO. EPA’s New Pesticide Label Inadequate for Honey Bee Protection

(Beyond Pesticides, August 19, 2013) The U.S. Environmental Protection Agency’s (EPA) new pesticide label for honey bee protection, announced Thursday, has been widely criticized by beekeepers and environmentalists as offering inadequate protection in the face of devastating bee decline. Under the new guidelines, the label will prohibit the use of some neonicotinoid pesticides when bees are present, and includes a “bee advisory box” and icon with information on routes of exposure and spray drift precautions. Critics question the efficacy of the label change in curtailing a systemic pesticide that contaminates nectar and pollen, poisoning bees indiscriminately, and the enforceability of the label language, which is geared to managed not wild bees. EPA has not formally acknowledged the peer-reviewed science linking neonicotinoid pesticides to colony collapse disorder and bee decline, as is the case with the European Union’s European Food Safety Authority (EFSA), where neonicotinoids are being phased out. Specifically, the new label applies to pesticide products containing the neonicotinoids imidacloprid, dinotefuran, clothianidin and thiamethoxam. New EPA Administrator Urged to Protect Farmworkers and Bees

(Beyond Pesticides, July 24, 2013) Gina McCarthy, a veteran environmental regulator and President Obama’s pick to run the U.S. Environmental Protection Agency (EPA),  finally had her appointment confirmed by the U.S. Senate after an almost five month delay imposed by Senate Republicans. Ms. McCarthy’s appointment got caught up with other cabinet appointments that Republicans were blocking. News of her confirmation was applauded by environmental groups who urge her to focus of several key environmental issues before the agency including climate change, farmworker justice, and pollinator protection. Last Friday the Senate confirmed Gina McCarthy to lead EPA, ending the agency’s longest period without a permanent administrator and closing the door on a contentious dispute over votes on executive nominees. Ms. McCarthy, who currently heads the agency’s Air and Radiation Office, was confirmed on a 59-40 vote. Ms. McCarthy will succeed Lisa Jackson, who stepped down in February, and replaces acting Administrator Bob Perciasepe. The Senate Environment and Public Works Committee cleared Ms. McCarthy’s nomination in May. Beekeeping Industry Files Suit to Stop New Pesticide Toxic to Bees

(Beyond Pesticides, July 10, 2013) Several beekeeping organizations have filed suit against the U.S. Environmental Protection Agency’s (EPA) to reverse a recent decision to register a new  pesticide, sulfoxaflor, which is highly toxic to bees. The beekeepers are not satisfied that their submitted concerns were properly addressed by EPA before registration was granted. Sulfoxaflor is a sub-class of the neonicotinoid pesticides that have been linked to global bee declines. The suit is filed as the beekeeping industry across the country struggles for survival, and faces the costly effects of pesticides upon their businesses. The National Pollinator Defense Fund, American Honey Producers Association, National Honey Bee Advisory Board, the American Beekeeping Federation, and beekeepers Bret Adee, Jeff Anderson and Thomas R. Smith submitted the case in the U.S. Ninth Circuit Court of Appeals, requesting changes in the sulfoxaflor product label, the Biological Economic Assessment Division (BEAD) assessment of the value of pollinators and their established habits, and the EPA’s Risk Assessment Process. The requested changes would acknowledge pollinator’s critical role in the U.S. food supply, and ensure that decisions regarding new pesticides comply with applicable laws. Groups Appeal to President Obama to Suspend Bee-Killing Pesticides

(Beyond Pesticides, July 3, 2013) In light of recent action in Europe to suspend to use of certain neonicotinoid pesticides, Beyond Pesticides joined 12 other environmental and advocacy organizations in urging the Obama administration to direct the U.S. Environmental Protection Agency (EPA) to follow the European Union’s (EU) lead in recognizing that risks posed by these pesticides are unacceptably high, and suspend the use of these chemicals in the U.S. to protect pollinators and the nation’s agricultural economy. The letter urges the Obama administration to not only direct EPA to follow Europe’s lead in suspending certain neonicotinoid pesticides uses, but requests even more protective measures, including a minimum two-year suspension for all outdoor uses of neonicotinoid insecticides pending resolution of their hazards to bees and beneficial organisms. Highlighting the negative environmental and economic impacts of outdoor uses of the EPA-approved neonicotinoid insecticides: imidacloprid, clothianidin  , thiamethoxam, dinetofuran and acetamiprid, as well as a recognition that the initial risk assessments for these chemicals fail to adequately consider key risks to bee health, the letter to President Obama notes that it, “would not be responsible to continue to allow these threatening compounds to be used so broadly.” On average, U.S. beekeepers lost […]
