(Beyond Pesticides, December 3, 2018) In August 2018, the Trump administration announced a reversal of a 2014 U.S. Fish and Wildlife (FWS) decision to ban neonicotinoid insecticides on National Wildlife Refuges. The administration’s action threatens not only pollinators, but contributes to the attack on biodiversity worldwide.  Tell Congress to protect biodiversity by insisting that the ban on neonicotinoid pesticides in wildlife refuges be reinstated. In 2014, FWS announced that all National Wildlife Refuges would join in the phase-out of neonics (while also phasing out genetically engineered crops) by January 2016. FWS “determined that prophylactic use, such as a seed treatment, of the neonicotinoid pesticides that can distribute systemically in a plant and can potentially affect a broad spectrum of non-target species is not consistent with Service policy. We make this decision based on a precautionary approach to our wildlife management practices and not on agricultural practices.” This move was not only intended to protect honey bees that have suffered average losses above 30% since 2006, but also the federally threatened and endangered pollinators that live in National Wildlife Refuges. (Beyond Pesticides, November 28, 2018) Recent research out of Harvard University and published in the journal Science has demonstrated some of the mechanisms through which exposures to neonicotinoid pesticides harm bumblebee populations. The study found that exposure to imidacloprid, a neonicotinoid — the most widely used category of pesticides worldwide — directly impacts social behaviors in bumblebees. These behaviors have serious effects on the functioning and viability of bee colonies. In the research experiment, worker bees exposed to imidacloprid exhibited reduced general and nurturant activity, and a tendency to locate themselves at the periphery of the nest. The study noted decreased caretaking and nursing behaviors, which in turn harms productivity and thermal regulation in the colony. These tasks are important to colony development; impaired thermoregulation negatively affected the bees’ typical construction of an insulating wax canopy for the nest, and poor caretaking can affect brood growth. Investigators noted that, “Neonicotinoids induce widespread disruption of within-nest worker behavior that may conribute to impaired growth. . . . (Beyond Pesticides, November 14, 2018) Monarch butterflies are in the midst of a staggering decades-long population decline that has rapidly accelerated since 2005, research published by an international team of scientists and the University of Florida last month indicates. According to data meticulously collected by researchers, monarchs making their way to central Florida after emerging from their breeding grounds in Mexico have declined by 80% over the last decade and a half. This is roughly the same time frame at which beekeepers began to see precipitous declines in managed honey bee colonies. Researchers point to industrial development and increasing pesticide use as factors that have accelerated the decline of this iconic species. “A broad pattern is that 95 percent of corn and soybean products grown in the U.S. are Roundup Ready crops that resist glyphosate,” said study coauthor Earnest Williams, PhD, of New York’s Hamilton College in a press release. “That has a national impact. What’s really needed are patches of native vegetation and nectar sources without pesticides. (Beyond Pesticides, November 1, 2018) A new study offers fresh evidence that wild bumblebee pollinators are particularly vulnerable to the impacts of neonicotinoid (neonic) insecticides, finding that exposure to these compounds interferes with mating success and population stability. Researchers from Worcester Polytechnic Institute in Massachusetts, measuring real-world harms of neonicotinoids, indicate that the impacts they found to bumblebee “reproducers,” namely queen and drone (male) bees, does not bode well for the array of plant species that relies on them. Though advocates warn that destabilizing managed pollinators could threaten U.S. food production and exports, with food prices increasing as cost of bringing pollinators to farms increases, the study’s authors and advocates insist that the impacts of such widespread poisoning of wild bees could be felt well beyond agriculture. (Beyond Pesticides, October 25, 2018) A study published last month in Scientific Reports finds that eating sunflower pollen significantly reduces protozoan infection in bumblebees. Studying ecosystem services and what she calls “floral rewards,” evolutionary ecologist Lynn Adler, Ph.D. at the University of Massachusetts Amherst says sunflowers may provide a long sought after solution for improving bees’ immune system response to both disease and parasites. The researchers studied the protozoan Crithidia bombi, a common parasitic infection of bumble bees, known to impair learning and foraging, shorten lifespan and destabilize colony hierarchies by impacting queen bee behavior. From the outset of the study, Dr. Adler says, “the more sunflowers were grown at the farm, the lower the Crithidia load for the bees at that farm.” Knowing pollinators eat pollen as a source of protein and healthy fats, Dr. Adler hypothesized that both pollen and nectar might have medicinal effects against disease and parasites. (Beyond Pesticides, October 22, 2018) The California Department of Pesticide Regulation (DPR) is accepting comments on its proposal to classify chlorpyrifos as a toxic air pollutant. The classification would require DPR to develop control measures that adequately protect public health. What happens in California affects all of us because products of California agriculture are available all over the country –and the world. In addition, policies set by the state of California are often examples for other states and the federal government. Tell California Department of Pesticide Regulation to ban chlorpyrifos. California’s Office of Environmental Health Hazard Assessment (OEHHA) states: Under the Toxic Air Contaminant Identification and Control Act (AB 1807, Chapter 1047, Statutes of 1983) and its implementing regulations (Title 3, California Code of Regulations, Section 6864), one of the criteria for identifying a pesticide as a TAC is if its concentration in the air exceeds one-tenth of the level that has been determined to be adequately protective of human health. (Beyond Pesticides, October 19, 2018) Pollinator advocates and the Center for Biological Diversity (CBD) are imploring the U.S. Environmental Protection Agency (EPA) to deny Bayer CropScience’s application for use of “Sivanto,”a pesticide product with the active ingredient flupyradifurone, a chemical the company claims is safer for bees, but poses the same risks at the notorious bee-toxic neonicotinoid insecticides. If approved, Sivanto would be sprayed in tobacco-growing states along 300,000 acres in the southeast U.S., areas home to more than three dozen species protected under the Endangered Species Act (ESA). Bayer’s proposal for expanded uses comes after EPA’s own assessment indicated risks to endangered species, and despite the fact that the agency has not undergone an ESA mandated consultation with federal wildlife agencies. For the countless flying insects, birds, and bats already under significant threat from neonicotinoids, adding another systemic insecticide to the mix will only make the situation worse. (Beyond Pesticides, October 11, 2018) Healthy, stable populations of bees and butterflies are best preserved in farm fields that are certified organic, according to an extensive, three-year study conducted by Swedish researchers at Lund University. The research, published last month in the journal Biological Conservation, highlights the benefits that organic farms provide pollinators by improving floral resources and forgoing the use of toxic pesticides. The data continues to support the need for a broad-scale conversion to more sustainable organic practices in the U.S. and internationally. “This is the first large-scale study over the course of several years to show that organic farming has a consistent, stabilizing effect on pollinator diversity,” says Romain CarriĂ©, PhD, a postdoctoral researcher at CEC. Researchers recorded observations of bumblebees, butterflies and flowering plant species at 10 organic and 9 conventional farms throughout Sweden for three years. A meta-study by Martin Nyffeler, Ph.D. of the University of Basel in Switzerland finds that globally, birds annually consume 400-plus million metric tons of various insects, including moths, aphids, beetles, grasshoppers, crickets, and other arthropods (invertebrate organisms with exoskeletons, paired and jointed appendages, and segmented bodies, such as insects, crustaceans, and spiders). This research reviews 103 studies that examine the volume of insects consumed by various birds in seven of the world’s major biomes. In consuming such volumes of insects that can inflict damage on crops, trees, and other plants on which organisms may feed or otherwise depend, birds provide significant services to ecosystems, to denizens of habitats, and to human food system and economic interests; they also keep local ecosystems in balance. (Beyond Pesticides, August 7, 2018) At the same time that a new analysis by California’s Department of Pesticide Regulation (DPR) finds current neonicotinoid uses in the state expose bees to residue levels known to cause harm, the Trump administration has reversed a 2014 U.S. Fish and Wildlife (FWS) decision to ban neonicotinoids on National Wildlife Refuges. In 2014, newly passed state legislation required DPR to study the impacts of neonicotinoids (imidacloprid, thiamethoxam, clothianidin, and dinotefuran) and adopt control measures to protect sensitive pollinator health within two years. In its report, released last month, DPR finds the highest risk to bees is posed by use of two neonicotinoids, thiamethoxam and clothianidin, on cereal grains like corn, wheat, rice, and barley. The seeds of these crops are typically coated with neonicotinoids before planting, where residues persist in the pollen and nectar. Although these findings are not surprising and have been documented in the scientific literature, California’s analysis indicates neonicotinoids can cause much broader harm, including to pollinators commonly found on many types of vegetables, cereal grains, tree nuts, fruits and tobacco. (Beyond Pesticides, July 12, 2018) Neonicotinoid insecticides have become notorious for their impacts to insect pollinators like bees and butterflies, but research finding the presence of these chemicals in wild turkeys is raising new concerns about the ubiquitous nature of these chemicals once released into the environment. Published in Environmental Science and Pollution Research by a team from the University of Guelph (UG), this new study highlights the broader effects of neonicotinoids on wildlife, and underlines calls to restrict the use of these products in favor of a more sustainable pest management approach. Looking at roughly 40 wild turkeys in southern Ontario, researchers found 10 that contained pesticide residue in their livers. Claire Jardine, PhD, pathobiology professor and study co-author notes that wild turkeys in agricultural regions are more likely to be contaminated. “Wild turkeys supplement their diet with seeds from farm fields,” she indicated in a press release. (Beyond Pesticides, June 18, 2018) At the start of National Pollinator Week, Beyond Pesticides today released its new video, Seeds that Poison –to broaden public understanding of the devastating adverse effects of pesticides on the health of pollinators (bees, birds, butterflies, and other organisms), and the solution in the organic management of agriculture, parks, playing fields, gardens, and lawns. Hazardous pesticides tied to the decline of honey bees and native bees are not permitted in certified organic food production and numerous policies adopted by local governments across the U.S. The accumulated studies and data have found that honey bees and other pollinators, such as native bees, butterflies and birds, are in decline. Scientists studying the issue have identified several factors that are contributing to bee decline, including pesticides, parasites, improper nutrition, stress, and habitat loss. (Beyond Pesticides, May 15, 2018) According to a new report from the Center for Biological Diversity (CBD), hundreds of thousands of pounds of pesticides are sprayed on lands that are designated as refuges for wildlife and protected under U.S. law. Approximately 490,000 pounds of pesticides have been sprayed on crops grown in national wildlife refuges in 2016 alone. Pesticide use in these sensitive areas poses risks to pollinators, aquatic organisms, migratory birds, and other wildlife on refuges that were created to protect them. The report, No Refuge, released last week, analyzes pesticide use on national wildlife refuges using records obtained through a Freedom of Information Act request. The report finds that in 2016 more than 270,000 acres of refuge lands were sprayed with pesticides for agricultural purposes. Five national wildlife refuge systems are identified as most reliant on pesticides for agriculture: Klamath Basin National Wildlife Refuge Complex in California and Oregon, with 236,966 pounds of pesticides; Central Arkansas Refuges Complex in Arkansas, with 48,725 pounds of pesticides; West Tennessee Refuge Complex in Tennessee, with 22,044 pounds of pesticides; Tennessee National Wildlife Refuge Complex in Tennessee, with 16,615 pounds of pesticides; and, Chesapeake Marshlands National Wildlife Refuge Complex on the Eastern Shore of Maryland and Virginia, with […]

Your comments helped achieve the temporary decision and comments are now needed again to make the denial permanent. The public comment period closes on May 14, 2018. Willapa Bay and Grays Harbor, with a number of unique ecosystems, and among the most pristine estuaries in the U.S., have been targeted with a plan to spray the toxic neonicotinoid insecticide imidacloprid to kill the native burrowing shrimp in beds of commercial Japanese oysters. This insecticide use will have deadly effects on keystone aquatic organisms. Based on a Supplemental Environmental Impact Statement (SEIS) and public input, Ecology temporarily denied the permit. (Beyond Pesticides, March 23, 2018) French scientists and ornithologists say parts of the country’s forests, streams, and bucolic landscapes could be completely devoid of birdsong this year, as the results of two recent studies show staggering declines in bird populations throughout the nation linked to the intensification of agricultural practices and pesticide use. The advent of so many significant wildlife declines at the same time –now recognized in birds, but also seen in pollinators and insect populations–is leading many to wonder whether the modern world has forgotten the warnings of Rachael Carson’s Silent Spring back in 1962. “We’ve lost a quarter of skylarks in 15 years. It’s huge, it’s really, really huge. If this was the human population, it would be a major thing,” said Benoit Fontaine, PhD, of France’s National Museum of Natural History and co-author of one of the new studies to The Guardian. “We are turning our farmland into a desert. (Beyond Pesticides, March 14, 2018) The annual count of Monarch butterflies overwintering in Mexico shows declines from last year’s numbers—a 15 percent decrease –according to figures from an official Mexican government count in the winter of 2017. These numbers underscore how at risk the iconic animal is, with a possible collapse of migration if populations are critically low. Monarch butterflies (also known as Eastern Monarchs) embark on an impressive migration every year. Roughly 99 percent of all North American monarchs migrate each winter to oyamel fir forests on 12 mountaintops in central Mexico. Scientists estimate the population size by measuring the area of trees turned orange by the clustering butterflies. But for the second year in a row, its numbers are declining — 2.48 hectares of occupied winter habitat is down from 2.91 hectares last winter. Apart from partial rebounds in the winters of 2001 and 2003, numbers have gone down steadily since 1996. Overall monarchs have declined by more than 80 percent over the past two decades. (Beyond Pesticides, March 1, 2018)  A comprehensive review of notorious, bee-killing neonicotinoid insecticides finds that crop yields and on-farm profit can be maintained and improved by replacing these toxic chemicals with alternative pest management strategies. The new study is part of an ongoing update to the 2014 Worldwide Integrated Assessment undertaken by an international team of scientists called the Task Force on Systemic Pesticides. The results of this review point to the need for strong action against these chemicals by all levels of government. “Regulators need to realize that if we want sustainable agricultural practices, we need a more restrictive regulatory framework and programs to support farmers making the switch,” said Task Force co-chair and scientist at France’s National Scientific Research Centre Jean-Marc Bonmatin, PhD, in a press release. “Our findings on the availability of alternatives will be particularly relevant where new restrictions on neonics are being considered.” The Task Force reviewed 200 studies on systemic insecticides, looking at their use and pest resistance in annual and perennial crops, the viability of alternative pest management techniques, and the potential to implement alternative forms of crop insurance to cover risks, rather than spray expensive insecticides. (Beyond Pesticides, February 7, 2018) New data from the California monarch butterfly count indicate that the western population of the species is continuing to decline at an alarming rate, with scientists and conservation groups pointing to man-made factors like logging, climate change, and herbicide use on genetically engineered (GE) crop fields as primary drivers. The annual California count of western monarch butterflies stationed volunteers at 262 sites, more than ever before, yet at 200,000 butterflies counted, the numbers nearly matched the lowest level recorded this decade, when only 145,000 butterflies were seen in 2012. The decline of these iconic butterflies demands swift action from lawmakers and regulators to protect their dwindling numbers. Dramatic declines in monarch populations mirror continuing declines in honey bees and other wild pollinator species. Species declines may be even broader than pollinators, affecting all insects in general. (Beyond Pesticides, January 16, 2018) In spite of findings that neonicotinoid (neonic) insecticides pose both acute and chronic risks to pollinators, aquatic life, and birds, the U.S. Environmental Protection Agency (EPA) is seeking comment that could support their continued use. Comments are due by February 20, 2018. Tell EPA that neonics pose unacceptable risks to pollinators, aquatic life, and birds! And, ask your Congressional delegation push EPA to do the right thing. Last month, EPA released preliminary ecological (non-pollinator) assessments for the neonicotinoids clothianidin, thiamethoxam, dinotefuran, and the terrestrial ecological assessment for imidacloprid, finding that these pesticides pose both acute and chronic risks to aquatic life and birds. Treated seeds are identified as posing the highest dietary risks to birds, confirming previous research that neonics are highly hazardous not only to bees, but also, to birds, aquatic life, and other non-target organisms. However, EPA’s assessments also cover spray treatments. EPA opened the public comment period for these assessments on December 15, 2017. (Beyond Pesticides, January 8, 2018) With a long-documented history of children’s exposure to pesticides that drift from agricultural fields to school yards, California’s new regulations establishing no-spray buffers took effort January 1, as labor and public health groups acknowledged the progress and inadequacy of the measure. The new rule, DPR 16-004 Pesticide Use Near Schoolsites, adopted by the California Department of Pesticide Regulation (DPR), prohibits many pesticide applications within a quarter mile of public K-12 schools and licensed child day-care facilities during school hours, Monday through Friday between 6 a.m. and 6 p.m. This includes all applications by aircraft, sprinklers, air-blast sprayers, and all fumigant applications. (Beyond Pesticides, January 4, 2018) Last month, the U.S. Environmental Protection Agency (EPA) released the preliminary ecological (non-pollinator) assessments for the neonicotinoids (neonics); clothianidin, thiamethoxam, dinotefuran, and the terrestrial ecological assessment for imidacloprid, finding that these pesticides pose both acute and chronic risks to aquatic life and birds. Treated seeds are identified as posing the highest dietary risks to birds, confirming previous research that neonics are highly hazardous not only to bees, but to birds, aquatic life, and other non-target organisms. Released December 15, 2017, EPA opened the public comment period for these assessments until February 20, 2018. Along with the risks identified in the assessments, the agency is specially requesting feedback on the benefits of continued use of the neonics in cotton and citrus crops identified in last year’s pollinator assessments as posing risks to honey bees. (Beyond Pesticides, December 21, 2017) On December 18, the U.S. Environmental Protection Agency (EPA) declared that glyphosate is likely not carcinogenic. Relatedly, after weeks of stalemate on a decision by European countries, the European Union (EU) voted, in late November, to extend the license for the herbicide for another five years, despite massive opposition in member countries. In the U.S., the Center for Biological Diversity charged that the EPA assessment relied heavily on industry studies to arrive it its conclusion, and ignored its own guidelines for assessing cancer risks. Senior scientist at the Center for Biological Diversity Nathan Donley said, “The only way the EPA could conclude that glyphosate poses no significant risks to human health was to analyze industry studies and ignore its own guidelines when estimating cancer risk. . . . The EPA’s biased assessment falls short of the most basic standards of independent research and fails to give Americans an accurate picture of the risks posed by glyphosate use.” Glyphosate is due for its EPA registration review in 2019, and opponents are concerned that the December 18 announcement portends likely re-registration — which advocates say is bad news for human health and the environment. (Beyond Pesticides, December 15, 2017) The Trump Administration’s pick to become the Environmental Protection Agency (EPA) Assistant Administrator for Chemical Safety and Pollution Prevention, Michael Dourson, PhD, has withdrawn his name from consideration after it became increasingly likely he would not pass Senate confirmation due to his deep connections to the chemical industry. In a letter obtained by the Associated Press, Dr. Dourson indicated his move “avoids unnecessarily politicizing the important environmental protection goals of Administrator Pruitt.” Health and environmental groups, including Beyond Pesticides, which launched a campaign against Dr. Dourson’s nomination, are pleased by the withdrawal announcement, but remained deeply concerned with the Trump administration’s continued propensity to promote industry interests and industry-backed nominees over real measures to safeguard environmental health and justice. Dr. Dourson’s withdrawal was predicated on reports in November that North Carolina’s two Republican Senators, Richard Burr and Thom Tillis, planned to vote against Dourson’s appointment.  North Carolina is the midst of a growing scandal implicating Chemours, a company spun-off from chemical giant DuPont in 2015, in widespread water contamination with the chemical GenX, used to make Teflon and other industrial products.
