For Pollinator Week, Help Ban Pesticide Misters in Your State

(Beyond Pesticides, June 22, 2018) Mosquito misters pose a threat to human health. They also harm bees and other flying pollinators and are the least effective way to deal with biting mosquitoes. These devices are typically placed outdoors and spray insecticides –mostly in an attempt to control mosquitoes.  In May, the Connecticut state legislature voted to ban the use of residential pesticide misting systems. Urge your Governor and state legislators to ban pesticide misters. In addition to the threat to people’s health, misters harm pollinators who may be foraging in an area where the devices are used. Studies find that sublethal concentrations of synthetic pyrethroids significantly reduce bee fecundity and decrease the rate at which bees develop to adulthood and reproduce. Field and laboratory studies using pyrethroids have consistently documented decreases in foraging activity and activity at the hive entrance after exposure. While pesticides are regulated by the U.S. Environmental Protection Agency (EPA), pesticide misters and other application devices are not subject to EPA oversight, leaving states with the authority to control their use. French Beekeepers Sue Bayer/Monsanto on Glyphosate in Honey; U.S. Court Allows Glyphosate Contamination of Honey Labeled “100% Pure”

(Beyond Pesticides, June 19, 2018) Some 200 members of a French beekeeping cooperative in the northern Aisne region have sued Bayer — on the same day the giant chemical company’s acquisition of Monsanto was finalized — after discovering that their honey was contaminated with toxic glyphosate, a known endocrine disruptor and probable human carcinogen (according to the World Health Organization’s International Agency for Research on Cancer). Monsanto is the long-time manufacturer of Roundup, the popular glyphosate pesticide; Bayer now owns not only the company, but also, the liabilities that come with it, including the “Monsanto” name. Environmental activists had denounced the merger, which creates an agrichemical leviathan that promotes use of chemical herbicides and genetically engineered/modified (GE/GMO) seeds. The beekeepers’ suit was filed in early June after Famille Michaud, a large French honey marketer, detected glyphosate contamination in three batches from one of the coop’s members — whose hives happen to border large fields of rapeseed, beets, and sunflowers. New Video, Seeds that Poison, Explains Pesticide Link to Pollinator Decline, Cites Organic Solution

(Beyond Pesticides, June 18, 2018) At the start of National Pollinator Week, Beyond Pesticides today released its new video, Seeds that Poison –to broaden public understanding of the devastating adverse effects of pesticides on the health of pollinators (bees, birds, butterflies, and other organisms), and the solution in the organic management of agriculture, parks, playing fields, gardens, and lawns. Hazardous pesticides tied to the decline of honey bees and native bees are not permitted in certified organic food production and numerous policies adopted by local governments across the U.S. The accumulated studies and data have found that honey bees and other pollinators, such as native bees, butterflies and birds, are in decline. Scientists studying the issue have identified several factors that are contributing to bee decline, including pesticides, parasites, improper nutrition, stress, and habitat loss. Bayer Ditches Monsanto Name in Merger

(Beyond Pesticides, June 8, 2018) In the wake of U.S. Department of Justice (DOJ) approval of the buyout of Monsanto by Bayer, the new mega-corporation — now the world’s largest agrochemical and seed company — has announced that it will drop the “Monsanto” name, possibly as soon as late summer, when the acquisition is expected to be completed. Bayer first needs to sell off $9 billion in assets to German chemical giant BASF in compliance with a DOJ antitrust agreement that will permit the merger. The union of these two corporations, which joins Bayer’s pesticide business with Monsanto’s genetically engineered (GE) seed operations, faced vigorous opposition from health and environment advocates both in the U.S. and abroad. Fortune magazine has pointed out that dropping a well-known name is unusual, but given that Monsanto is one of the world’s most-hated companies, perhaps the move is understandable. Ditching the “Monsanto” moniker is reportedly one aspect of a coming Bayer campaign to regain public trust and make efforts to engage with critics, according to Bayer spokespeople. Health Canada Proposing to Phase Out Certain Uses of Neonicotinoids

(Beyond Pesticides, June 7, 2018) Health Canada is proposing to phase out a number of uses of neonicotinoids in order to mitigate risks to pollinators. The agency has completed its review of clothianidin and thiamethoxam — two neonicotinoids that have been linked to pollinator decline and finds risks of concern for bees. However, these measures do not go as far as those recently made in the European Union, but further than label restrictions issued by the U.S. Environmental Protection Agency (EPA). Health Canada concluded its Pollinator Re-evaluation for clothianidin and thiamethoxam after examining hundreds of laboratory and outdoor field studies that examined the possible effects on bees from wide-ranging situations. The agency finds that uses of these neonicotinoids have “varying degrees of effects on bees,” and that some uses “may pose a risk of concern to bees.” However, instead of a complete ban of the neonicotinoids, the agency is proposing mitigation measures to minimize potential exposure to bees, which includes the phase-out of many uses and certain additional product label statements. EU’s Highest Court Upholds Ban of the Three Top Bee-Killing Neonicotinoid Pesticides

(Beyond Pesticides, June 6, 2018) By the close of 2018, three top neonicotinoid (neonic) pesticides, linked to the worldwide decline in bee populations, will be banned for outdoor use in the European Union (EU), based on the General Court of the European Union’s (GCEU) ruling last month. The GCEU, the equivalent of the U.S. Supreme Court, ruled in favor of taking precautionary action to protect pollinators from clothianidin, imidacloprid, and thiamethoxam. This ruling allows for the limited use of neonic-treated seeds grown in permanent greenhouses where contact with bees is not expected. In its lawsuit, multinational seed and chemical companies, Syngenta and Bayer –manufacturers of the neonics in question– argued unsuccessfully that the pesticides do not necessarily harm bees if farmers use them according to label instructions. Syngenta also sought compensation of approximately $435 million to offset market losses resulting from the ban, but that, too, was denied. In rejecting the arguments of Syngenta and Bayer, the high court aligned itself with the European Food Safety Authority (EFSA) and its assessment of the harm caused by the widely used pesticides. Connecticut State Legislature Bans Residential Mosquito Misters

(Beyond Pesticides, May 23, 2018) Earlier this month, the Connecticut state legislature voted to ban the use of residential pesticide misting systems. (These are devices that are typically placed outdoors and spray insecticides –mostly in an attempt to control mosquitoes.) This is the latest move from a state legislature that has also recently banned the use of bee-toxic neonicotinoids and stopped the use of hazardous lawn care pesticides on public playgrounds. The vote was unanimous in the state Senate, and won by a count of 132-17 in the state House. The bill is set to become law on May 24, unless Governor Malloy vetoes the legislation, which is not expected. Pesticide misters are machines primarily used to spray mosquito adulticides. Many health advocates have expressed concern that these products, able to spray toxic pesticides on a timer at regular intervals, pose a significant risk to pets and children who can be directly in the path of a mister’s spray. National Wildlife Refuges Contaminated with Thousands of Pounds of Toxic Pesticides

(Beyond Pesticides, May 15, 2018) According to a new report from the Center for Biological Diversity (CBD), hundreds of thousands of pounds of pesticides are sprayed on lands that are designated as refuges for wildlife and protected under U.S. law. Approximately 490,000 pounds of pesticides have been sprayed on crops grown in national wildlife refuges in 2016 alone. Pesticide use in these sensitive areas poses risks to pollinators, aquatic organisms, migratory birds, and other wildlife on refuges that were created to protect them. The report, No Refuge, released last week, analyzes pesticide use on national wildlife refuges using records obtained through a Freedom of Information Act request. The report finds that in 2016 more than 270,000 acres of refuge lands were sprayed with pesticides for agricultural purposes. Five national wildlife refuge systems are identified as most reliant on pesticides for agriculture: Klamath Basin National Wildlife Refuge Complex in California and Oregon, with 236,966 pounds of pesticides; Central Arkansas Refuges Complex in Arkansas, with 48,725 pounds of pesticides; West Tennessee Refuge Complex in Tennessee, with 22,044 pounds of pesticides; Tennessee National Wildlife Refuge Complex in Tennessee, with 16,615 pounds of pesticides; and, Chesapeake Marshlands National Wildlife Refuge Complex on the Eastern Shore of Maryland and Virginia, with […]

Secrecy of Pesticide Safety Data and Ingredients Does Not Protect Public Health and the Environment

(Beyond Pesticides, May 14, 2018) Under EPA Administrator Pruitt’s proposed “transparency” plan, the public will still lack access to key data about the effects and efficacy of commercial poisons approved for sale and application in their communities and homes. Tell EPA to adopt a real transparency plan for pesticides! The proposed policy, posted on April 30 in the Federal Register, declares that it will “help ensure that EPA is pursuing its mission of public health and the environment in a manner that the public can trust and understand,” yet it applies only to a very limited set of studies used to support certain EPA regulations. The pesticide registration and review processes are particularly lacking in transparency, opportunity for public review, and access to data. Because pesticides are toxic chemicals broadcast into the environment, nowhere is transparency more important than in pesticide registration. Pesticide Safety Data Transparency a Blind Spot under EPA Policy

European Nations Back Near Complete Ban on Neonicotinoids

(Beyond Pesticides, May 1, 2018) On April 27, 2018, European Union (EU) member states backed a proposal to further restrict uses of bee-toxic neonicotinoids finding the pesticides’ outdoor uses harm bees. These restrictions go beyond those already put in place in 2013, and now all outdoor uses of clothianidin, imidacloprid, and thiamethoxam will be banned. Uses will only be allowed in permanent greenhouses where contact with bees is not expected. This historic move in Europe comes as the U.S. Environmental Protection Agency (EPA) still drags its feet on finding neonicotinoids are too toxic for bees and other organisms and bans their use. According to the European Commission, the protection of bees is an important issue since it concerns biodiversity, food production, and the environment. An EU committee approved the plan to tightly restrict the use of the insecticides, acting upon scientific advice this past February from the European Food Safety Authority (EFSA) to tighten existing restrictions and protect bees, crucial pollinators. Canadian Beekeeper’s Class Action Neonicotinoid Lawsuit Moves Ahead

(Beyond Pesticides, April 25, 2018)  A class-action lawsuit against two manufacturers of neonicotinoid insecticides is moving ahead in Quebec, Canada after an appeal to block the case by the Canadian government and the chemical companies, Bayer and Syngenta, was dismissed. In February 2018, the case, brought by a beekeeper, was allowed to proceed to trial by the Quebec Superior Court. Quebec queen bee breeder, Steve Martineau, conducted tests on water and his dead and dying bees and found traces of neonicotinoids. His suit alleges that Bayer and Syngenta were negligent in the manufacture and sale of neonicotinoids in Quebec, and are responsible for damages that he and other class members suffered under Article 1457 of the Quebec Civil Code. Bayer and Syngenta challenged the application on a number of grounds including the assumption that they had manufactured the neonicotinoids which killed Martineau’s bees. The class in this case was authorized for all persons in Quebec who own or owned bees in the affected area since 2006. Report Finds Regulators Failing to Protect Pollinators and Public Health by Ignoring “Inert” Ingredients in Pesticide Products

(Beyond Pesticides, March 20, 2018) Regulations that separate ingredients in pesticide products as either “other/inert” or “active” have no scientific basis, according to a new review of the toxicity of formulated pesticide products published in the journal Frontiers in Public Health. Despite widespread awareness that “other” or “inert” pesticidal ingredients present toxicity concerns, only “active” ingredients undergo a full risk assessment, and pesticide products containing both active and inert ingredients are not tested in formulation before being sold to the public. Using glyphosate and neonicotinoid based products as examples, the study recommends sweeping changes to the way pesticide formulations are regulated in the Western world. Inert, or other ingredients –not disclosed on pesticide product labels, are often adjuvants that are added to a pesticide formulation to modify the effect of the active ingredient. However, they can also be sold separately and used in agriculture where pesticides are often “tank mixed” on site before application. Adjuvants take many forms, including surfactants, dyes, stabilizers, propellants, emulsifiers, solvents, antifoaming agents, and still other uses. Amazon Fined $1.2 million for Selling Illegal Pesticides

(Beyond Pesticides, February 22, 2018) Online retailer Amazon will pay $1.2 million in penalties to settle violations to U.S. regulations for selling illegal and misbranded pesticides in its online store. Under the terms of the settlement, Amazon will monitor and remove illegal pesticide products from its website. These products, mostly imported, were not registered for use and sale in the U.S. and can pose hazards to unsuspecting consumers. As part of an agreement with the U.S. Environmental Protection Agency (EPA) Amazon has agreed to pay $1.2 million in administrative penalties for nearly 4,000 violations of the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) by allowing third-party distributors to sell imported pesticide products on Amazon even though the products were not registered in the U.S. While agreeing to the settlement, Amazon neither admitted nor denied the specific facts alleged by the EPA. “This agreement will dramatically reduce the online sale of illegal pesticides, which pose serious threats to public health in communities across America,” EPA Region 10 Administrator Chris Hladick said in a news statement. Quebec Tightening Restrictions on Highly Toxic Pesticides

(Beyond Pesticides, February 21, 2018) Officials in Quebec announced this week that the Canadian province will implement new restrictions on the use of five highly toxic pesticides. As part of efforts to fulfill the vision of the Quebec Pesticide Strategy, a progressive, forward-thinking framework for pesticide regulation announced in 2015, atrazine, chlorpyrifos, and the neonicotinoids imidacloprid, clothianidin, and thiamethoxam will have new limits placed on their use. “Together with the groups involved, we have found a balanced regulatory solution to protect the health of our farmers, aquatic ecosystems and pollinators,” Isabelle Melancon, Quebec’s Minister of Sustainable Development, Environment, and the Fight Against Climate Change (Environment Ministry) said in a press release. “We hope to obtain in this way a significant reduction in the use of the most at-risk pesticides in Quebec, in a framework of transparency and integrity.” Quebec’s new rules offer a range of positive developments for human health and wildlife. Saving America’s Pollinators Act To Be Reintroduced in Congress

Western Monarch Butterfly Count Lowest this Decade, Raising Fears of Extinction

(Beyond Pesticides, February 7, 2018) New data from the California monarch butterfly count indicate that the western population of the species is continuing to decline at an alarming rate, with scientists and conservation groups pointing to man-made factors like logging, climate change, and herbicide use on genetically engineered (GE) crop fields as primary drivers. The annual California count of western monarch butterflies stationed volunteers at 262 sites, more than ever before, yet at 200,000 butterflies counted, the numbers nearly matched the lowest level recorded this decade, when only 145,000 butterflies were seen in 2012. The decline of these iconic butterflies demands swift action from lawmakers and regulators to protect their dwindling numbers. Dramatic declines in monarch populations mirror continuing declines in honey bees and other wild pollinator species. Species declines may be even broader than pollinators, affecting all insects in general. Research from Germany recently found that insect abundance declined 75% over the last 30 years, owing the results primarily to agricultural intensification. Australian Grocery Giant To Stop Selling Neonicotinoid Products

(Beyond Pesticides, January 31, 2018) Woolworths, one of Australia’s largest retailers, has decided to stop selling neonicotinoid products (neonics) linked to global declines in bee populations. This is the latest retailer in Australia to announce commitments to stop supplying the bee-toxic products. After thousands of Australians signed a petition calling on retailers to stop selling insecticides containing neonicotinoids, Woolworth announced it has, in fact, succumbed to public pressure and would join Bunnings Warehouse, Mitre 10 and Coles stores in pulling neonic products from their shelves. The week prior, retail chain Bunnings announced it would pull all items containing neonicotinoids from their shelves. Woolworth said it would stop selling the products by June 2018. The retail commitments come as a result of efforts launched by global consumer group SumOfUs that called on Australian retailers to stop selling insecticide products containing neonicotinoids, including the popular home and garden product, Confidor, which has been stocked by Woolworths and contains imidacloprid as the active ingredient. Neonicotinoid Insecticides Threaten Aquatic Life in the Great Lakes

(Beyond Pesticides, January 30, 2018) New data from the U.S. Geological Survey (USGS) reveals the year-round presence of neonicotinoids (neonics) in the Great Lakes – the world’s largest freshwater ecosystem. Neonics, which are highly toxic to aquatic organisms and pollinators, are prevalent in the tributaries of the Great Lakes with concentrations and detections increasing during planting season. This new data adds to burgeoning demand for a federal ban of these insecticides in order to safeguard vulnerable aquatic ecosystems and pollinators. The study, “Year-round presence of neonicotinoid insecticides in tributaries to the Great Lakes, USA,” sampled ten major tributaries to the Great Lakes from October 2015 to September 2016. Neonicotinoids were detected in every month sampled. At least one neonicotinoid was detected in 74 percent of the samples, with 10 percent of samples containing three neonicotinoids. The most frequently detected neonicotinoid was imidacloprid (53%), followed by clothianidin (44%), thiamethoxam (22%), acetamiprid (2%), and dinotefuran (1%). The detections of clothianidin and thiamethoxam are significantly correlated with the percentage of agricultural land use. Similarly, concentrations increased in the spring and summer months when the planting of neonic-coated seeds and broadcast applications are the highest.
