Fighting Zika – Growing Concerns over Pesticide Resistance

(Beyond Pesticides, August 5, 2016) Concerned health officials in Miami, Florida are investigating suspicions that Zika-spreading mosquitoes have become resistant to the pesticides commonly used synthetic pyrethroid insecticides used in mosquito control. As the region works to contain a Zika outbreak in northern Miami, officials are beginning to recognize that broadcast pesticide applications are not effective at controlling populations, and are looking into cases in the U.S.  and in other parts of the world of mosquitoes developing resistance to chemical controls, or whether other factors are at work. At the same, the broadcasting of the pesticides by truck and plane and the resulting exposure to people and the environment also raise serious health issues. The Aedes aegypti mosquito, which has the ability to live indoors and reproduce even in tiny pools of water, is the primary way the Zika virus is spread, although there are reports that the disease can also be transmitted through sexual contact. Zika virus has been linked to cases of microcephaly, in which babies are born with underdeveloped brains. Mixtures of Multiple Pesticide Ingredients in Products Not Evaluated by EPA for Elevated Toxicity

(Beyond Pesticides, July 21, 2016) An investigative report released yesterday by Center for Biological Diversity (CBD) concludes  that, over the past six years, the U.S. Environmental Protection Agency (EPA) has approved nearly 100 pesticide products with chemical mixtures that elevate the formulations’  toxicity, but are not specifically evaluated  by the agency. CBD finds that these formulations add  more stress to already-jeopardized pollinators and rare plants. The report Toxic Concoctions: How the EPA Ignores the Dangers of Pesticide Cocktails, highlights a long-running blind spot within EPA’s pesticide evaluation program, which Beyond Pesticides has long sounded the alarm on: the risk associated with combining mixtures of different pesticide active ingredients, which independent science shows may be more toxic than a single active ingredient by itself, also known as pesticide synergism. Common Pesticide Exposure Alters Behavior of Fish and Amphibians

(Beyond Pesticides, July 19, 2016) Exposure to common pesticides at levels often found in the environment can have subtle but significant impacts on the behavioral health of fish, amphibians and other aquatic invertebrates. According to researchers at Northern Arizona University, who analyzed data from nearly 40 experiments to reach their conclusion, fish and amphibians swam 35% slower and were 72% less active after pesticide exposure. California to List Atrazine and Other Triazine Weedkillers to Prop 65 as Reproductive Toxicants

(Beyond Pesticides, July 13, 2016) California’s Office of Environmental Health Hazard Assessment (OEHHA) has announced that atrazine, its chemical cousins,  propazine,  simazine,  and its break down triazine compounds des-ethyl atrazine (DEA),  des-isopropyl atrazine (DIA)  and  2,4-diamino-6-chloro-s-triazine (DACT)  would be added to the list of chemicals known to the state to cause reproductive toxicity for purposes of the state’s Proposition 65. The formal listing has been delayed and will not be effective until July 15, 2016 due to litigation from the manufacturer, Syngenta, which opposes the listing. In 2014 the state announced its Notice of Intent to list the triazines: atrazine, propazine, simazine and their breakdown products under Proposition 65 — the state’s law on toxic chemicals. The listing of these chemicals was initially to be effective on August 3, 2015. However, Syngenta, manufacturer of atrazine, challenged the listing decision, leading to a delay in the formal decision. Syngenta Crop Protection v OEHHA  (Sacramento Superior Court case#34-2014-800001868). Syngenta’s challenge was unsuccessful and now the official listing can move forward, in spite of Syngenta’s pending appeal. CDC, EPA Urge Aerial Mosquito Spraying in Puerto Rico Amid Protest

(Beyond Pesticides, July 11, 2016) The Centers for Disease Control and Prevention (CDC) and the U.S. Environmental Protection Agency (EPA) announced last Wednesday, July 6 that Zika is spreading rapidly in Puerto Rico, and recommends aerial spraying of the toxic pesticide Naled for mosquito control, much to the dismay of many area farmers, activists and concerned citizens who feel that the decision was made without consultation or information provided to the local population. Aerial spraying of pesticides have long been used for mosquito control, but many experts believe that these methods fail to sufficiently manage mosquito populations, increase pesticide resistance, and kill other species that would have acted as a natural predator to mosquitoes. Many experts  agree that combating mosquito-borne diseases should include good surveillance and scientific understanding for controlling mosquito populations, including a focus on  eliminating or managing  breeding areas,  utilizing  biological controls, exclusion from indoor environments with screening, and repellents. An efficient mosquito management strategy emphasizes public awareness, prevention, and monitoring methods. Government Lacks Data on Widespread Herbicide Use on Public Lands

(Beyond Pesticides, July 8, 2016) Researchers at the University of Montana (UM) recently released a study that found a lack of government data and accountability on  the use of herbicides on public lands to kill invasive and non-native plants. The report raises serious questions about the widespread management practice, which the researchers say may be causing more harm than good. UM researchers, Cara Nelson, Ph.D. and Viktoria Wagner, Ph.D., along with two researchers from Canada, looked at government agencies and agricultural statistics companies in the U.S., Canada, and Mexico to find their data. The study found that the government agencies in Canada and Mexico kept no archived database of herbicide usage for invasive plant management. In the U.S., five out of seven agencies that were contacted by the researchers tracked herbicide usage, and only four of those agencies shared their data. These agencies include the Bureau of Indian Affairs, Bureau of Land Management, Fish and Wildlife Service, and National Park Service. The U.S. Forest Service, which oversees 193 million acres in the U.S., declined to share its data on herbicide use. Public Comment Needed to End Atrazine Use after EPA Confirms Threat to Wildlife

(Beyond Pesticides, June 8, 2016) With years of data documenting the harmful impacts of the herbicide atrazine on aquatic organisms and other wildlife, a recent U.S. Environmental Protection Agency (EPA) assessment now concludes that this widely used chemical poses risks to fish, amphibians, aquatic invertebrates, and even birds, reptiles and mammals. Atrazine is a potent endocrine disruptor with strong associations with birth defects, sex reversal and hermaphroditism in organisms, and whose risk to environmental and human health is exacerbated by pervasive surface, ground and drinking water contamination. Last week, EPA released its triazine ecological risk assessments for atrazine and its chemical cousins simazine, and propazine. The assessments evaluated risks to animals and plants including, amphibians, birds, mammals, fish, reptiles, aquatic invertebrates, aquatic plant communities, and terrestrial plants.  EPA is currently in the registration review process for these chemicals. For atrazine, EPA concludes, “aquatic plant communities are impacted in many areas where atrazine use is heaviest, and there is potential chronic risks to fish, amphibians, and aquatic invertebrate in these same locations. Study Finds Honey Bees Frequently Collect Contaminated Pollen from Non-Crop Plants

(Beyond Pesticides, June 1, 2016) A study  by researchers at Purdue University has concluded  that honey bees collect most of their pollen from non-crop plants that are frequently contaminated with agricultural and urban pesticides. The researchers found this to be true even in places where croplands dominate the area.  The study, which detected neonicotinoids, pyrethroids, fungicides, and others, highlights the large number of toxic pesticides to which bees are exposed to in the environment. Researchers collected pollen from Indiana honey bee hives at three sites over 16 weeks. The hives were placed in a variety of settings, such as an open meadow with wildflowers, woody shrubs and trees present (non-agricultural), the border of a corn field that was treated with the neonicotinoid clothianidin and three fungicides, and the border of a non-treated corn field. The pollen samples that were collected by the bees represented up to 30 plant families and contained residues from pesticides spanning nine chemical classes. The researchers found 29 pesticides in pollen from the meadow site, 29 pesticides in pollen from the treated cornfield, and 31 pesticides in pollen from the untreated cornfield. FDA Deliberating Release of GE Mosquitoes in Florida Keys

(Beyond Pesticides, May 27, 2016) Oxitec, a self-described pioneer in using advanced genetics to control target  insects, has petitioned the U.S. Food and Drug Administration (FDA) to grant emergency approval of genetically engineered (GE) mosquitoes to fight the spread of the Zika virus. Oxitec has proposed a trial to determine the efficacy of their self-limiting mosquitoes for the control of Aedes aegypti, a type of mosquito known to transmit the Zika virus, in Key Haven, Monroe County, Florida. However, some in the environmental community are concerned about the possible non-target effects of releasing these genetically modified mosquitoes into nature and urge additional research in the lab. The plan for a release of these GE mosquitoes has been in the works for a while. In February 2015, it was reported that the Florida Keys Mosquito Control District (FKMCD) was working alongside Oxitec to release these GE mosquitoes, but, at the time, the plan had not yet been finalized. Congress Cites Zika Virus in Effort to Attack Water Protections

(Beyond Pesticides, May 19, 2016) Using fear without facts, Congress is yet again attempting to gut Clean Water Act (CWA) provisions that protect waterways and communities from excessive pesticide pollution. In a move that was blasted by House Democrats this week, HR 897  (which was introduced as the Reducing Regulatory Burdens Act of 2015) was renamed the  Zika Vector Control Act, despite the fact that the bill does not actually do anything to address the threat of Zika. The legislation was defeated Tuesday on a suspension vote, 262-159, however the bill will be going to the Rules Committee on Monday, with anticipated House floor activity on Tuesday, May 24. EPA Finds Atrazine Threatens Ecological Health

(Beyond Pesticides, May 10, 2016) Following an apparent accidental release of documents relating to the safety of the herbicide glyphosate, late last month the U.S. Environmental Protection Agency (EPA) also released and then retracted a preliminary ecological risk assessment of another toxic herbicide, atrazine. Under federal law, every pesticide registered in the United States is required to undergo a 15-year registration review to analyze human health and environmental impacts and determine whether the chemical’s use should continue another 15 years. The last decade and a half have seen plethora of studies underscoring that atrazine is harmful to human health, and poses unreasonable adverse risks to ecological health, despite attempts by its major manufacturer, Syngenta, to silence and discredit its critics. EPA’s preliminary ecological risk assessment finds that for current uses at prescribed label rates, atrazine may pose a chronic risk to fish, amphibians, and aquatic vertebrate animals. EPA Finds 97% of Endangered Species Threatened by Common Pesticides

(Beyond Pesticides, April 12, 2016) Two commonly used pesticides are “likely to adversely affect” 97% of species listed under the Endangered Species Act (ESA), according to a first of its kind national assessment by the U.S. Environmental Protection Agency (EPA). The determination is part of a settlement reached by EPA and the Center for Biological Diversity, which requires the agency to complete a review of the impact of organophosphate pesticides chlorpyrifos, malathion, and diazinon by December 2017, and two carbamate class pesticides, methomyl and carbaryl, by the end of 2018. Under ESA Section 7, any agency action that it  authorizes, funds, or carries out must find that it  “is not likely to jeopardize the continued existence of any endangered species or threatened species or result in the destruction or adverse modification of habitat.” Under ESA, EPA is required to consult with the U.S. Fish and Wildlife Service (FWS) and National Marine Fisheries Service (NMFS) when registering a pesticide, in order to mitigate risks to endangered species. Fish and Wildlife Service to Assess Harm from Glyphosate and Atrazine on Endangered Species

(Beyond Pesticides, March 1, 2016) Under the terms of an agreement reached lasted month, the U.S. Fish and Wildlife Service (FWS) will begin studying the effects of four commonly used herbicides on the health of 1,500 endangered species in the United States. Hazards Linked to Still Unregulated Pesticide Mixtures

(Beyond Pesticides, February 19, 2016) Pesticide mixtures are more harmful than individual pesticides, according to a University of California, Los Angeles (UCLA) study that focuses on three commonly used fumigants — chloropicrin, Telone, and metam salts. The study also concludes that, while California law requires the Department of Pesticide Regulations (DPR) and county agricultural commissioners to assess these kinds of cumulative risks when regulating pesticides, they have so far failed to do so. The report, titled Exposure and Interaction — The Potential Health Impacts of Using Multiple Pesticides: A Case Study of Three Commonly Used Fumigants, was published by the Sustainable Technology and Policy Program, based in the UCLA School of Law and the UCLA Fielding School of Public Health. With Zika Virus, Widespread Pesticide Spraying Not the Long-Term Solution, says Entomologist

(Beyond Pesticides, February 3, 2016) Speaking to The Guardian, a leading Kenyan entomologist warns that spraying pesticides will fail to deal with the Zika virus. Just recently the World Health Organization (WHO) declared the virus a public health emergency over growing concerns that the virus is linked with microcephaly. Aerial and ground applications of pesticides have long been used for mosquito control, but many believe that these methods fail to sufficiently control mosquito populations, promote resistance and kill other species that would have acted as a natural predator to mosquitoes. Dino Martins, PhD, a Kenyan entomologist in an interview with The Guardian said that while pesticides can reduce the population of  flying adult mosquitoes that transmit the virus, they will fail to deal with the epidemic that threatens to become a global pandemic, and warns that spraying landscapes is extremely dangerous.  “It is a quick fix but you pay for it. Campbell Soup Says GE Food Is Safe, Endorses Mandatory GE Labeling to Preempt States with Weak Language

(Beyond Pesticides, January 12, 2016) Late last week in a precedent-setting move, Campbell Soup Company announced its support for federal mandatory labeling of foods containing genetically engineered (GE) ingredients. If such labeling does not come soon, the company also indicated it is prepared to voluntarily label all products it produces that  contain GE ingredients. Agri-Pulse reported, “Campbell made clear that it still supported the use of genetic engineering in agriculture but said that there is a need for national labeling standards that would preempt state standards.” Campbell’s President and CEO Denise Morrison, ““I want to stress that we’re in no way disputing the science behind GMOs or their safety. U.S. Senators to Advance Legislation to Stop States from Labeling GE Food

(Beyond Pesticides, October 22, 2015) With increasing consumer concern about genetically engineered (GE) food, yesterday  the U.S. Senate Committee on Agriculture, Nutrition, and Forestry held a hearing,  entitled Agriculture Biotechnology: a Look at Federal Regulation and Stakeholder Perspectives, that critics called lopsided. Most witnesses characterized GE food as safe or side-stepped the issue of safety, as government witnesses refused to distinguish GE from conventional food and opposed food labeling. “This is the first time in 10 years we’ve had a hearing on biotech. I guess we’re a little late, but we’re here,” said chair of the committee, Senator Pat Roberts (R-KS). The ranking  minority member of the committee, Senator  Debbie Stabenow (D-MI)  said,  “Biotechnology is proven to be safe, beneficial, and I believe will play a major role in helping to solve these dual global challenges of climate change and global food security,” Central to the hearing is the the issue of labeling food products containing GE crops. Mosquito Fogging Kills Hundreds of Bees

(Beyond Pesticides, August 19, 2015) Local fogging for  mosquito control turned tragic for a Palo Alto, California beekeeper who lost hundreds of honey bees from his backyard hives. The beekeeper, who also produces organic honey, now fears his honey is contaminated. The fogging, which occurred last month, was in response to positive tests for West Nile virus in mosquito samples. Many mosquito control pesticides are toxic to honey bees and given the declining populations of pollinators, vector control officials are being asked to carefully consider the risks associated with pesticide spraying. According to the local NBC affiliate, beekeeper Rondolph Tsien believes he was not given sufficient time to protect his bees from the mosquito fogging and, despite trying to cover his hives with a tarp to protect his bees from drifting pesticides, many were lost. A mosquito sample tested positive for West Nile virus about one mile from Mr. Tsien’s home, putting his property in the catchment area for fogging. Mr. Tsien worries the surviving bees will produce contaminated honey that can no longer be labeled organic. New Industry Hire Highlights Revolving Door at EPA

(Beyond Pesticides, July 16, 2015) The latest former U.S. Environmental Protection Agency (EPA) official to take advantage of the revolving door between EPA and the pesticide industry is Nader Elkassabany, PhD, former branch chief of the Risk Assessment and Science Support Branch in the Antimicrobial Division in the Office of Pesticide Programs. CropLife America announced last week that it has hired Dr. Elkassabany to serve as senior director of environmental policy, responsible for the pesticide trade group’s regulatory strategies on environmental policy. He will also help manage the company’s Environmental Risk Assessment Committee and its working groups. In a statement, CropLife America President and CEO Jay Vroom considers his expertise invaluable. This is no surprise, given that Dr. Elkassabany brings with him 15 years of experience working in  the registration and re-registration of pesticide active ingredients in the Office of Pesticide Programs (OPP) at EPA. This will undoubtedly be beneficial for the trade association, which represents major agricultural chemical manufactures like Bayer CropScience, Dow AgroSciences, and DuPont Crop Protection. EPA at Odds with Scientists on Endocrine System Effects of Weedkillers Atrazine and 2,4-D

(Beyond Pesticides, July 6, 2015) With the release of its  Tier 1 screening results  for the first 52 pesticide chemicals (active and inert ingredients) evaluated under  the Endocrine Disruptor Screening Program (EDSP), the U.S. Environmental Protection Agency (EPA) is at odds with a large body of scientific evidence worldwide that identifies many of these chemicals, most notably the herbicides  2,4-D  and  atrazine,  as interacting with the endocrine system or acting as endocrine disruptors. Independent scientific data has shown these chemicals to interfere with the hormone system. EPA’s EDSP is a multi-step process used to ensure that exposure to chemicals does not result in adverse human health and environmental effects that canoccur from the disruption of hormones. The two-tiered screening and testing system requires that EPA identify which chemicals are able to interact with the endocrine system, specifically with three hormonal pathways — estrogen, androgen, and thyroid — in Tier 1. Atrazine and Glyphosate To Be Analyzed by EPA for Impacts on 1,500 Endangered Species

(Beyond Pesticides, June 25, 2015) The U.S Environmental Protection Agency (EPA) announced Tuesday that it will analyze the effects of two of the most commonly used pesticides in the United States, glyphosate and atrazine, along with atrazine chemical-cousins propazine and simazine, for their impacts on 1,500 endangered plants and animals. The announcement marks an agreement between EPA and Center for Biological Diversity (CBD) on a proposed settlement amending a 2010 court order that  established a schedule to complete effects determinations for 75 chemicals on 11 species in the San Francisco (SF) Bay Area. According to EPA, 59 of the 75 pesticides have been evaluated and subject to  effects determinations, however for the remaining 16 pesticides, EPA and CBD agreed that it would be more efficient and environmentally significant to complete nationwide effects determinations, rather than limit their focus to the SF bay area listed species. The agency has committed to completing the assessments by June 2020. EU Regulators Bow to Pressure from American Trade Lobby on Endocrine Disrupting Chemicals

(Beyond Pesticides, May 28, 2015) The same day that trade representatives from United States met with Secretary-General Catherine Day of the European Commission (EC), she sent a letter to the EC’s Environment Director-General Karl Falkenberg telling him to scrap draft criteria that could have led to a ban on over 30 endocrine (hormone) disrupting chemical (EDCs) in the European Union (EU). As reported by The Guardian, with resources obtained by Pesticide Action Network- Europe (PAN-Europe), the U.S. Chambers of Commerce and European-based chemical manufacturers (including Dupont, Bayer, and BASF) pushed to change the EC’s criteria for evaluating EDCs because they fear it would impede EU-US negotiations on  the Transatlantic Trade and Investment Partnership (TTIP). Two regulations, one concerning “plant pest protectants” (EU 1107), and another on biocidal products (EU 528), should prohibit from use chemicals categorized as having endocrine disrupting properties that may cause adverse effects in humans. However, last year, when the EC released a roadmap for evaluating EDCs, recommendations fell far short of what health advocates assert that EU regulations require.
